NOA to Knife River-Belgrade for Cottonwood Road Project Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Shawn Kohtz, City Engineer SUBJECT: Cottonwood Road from Babcock Street to Durston Road – Notice of Award MEETING DATE: June 3rd, 2019 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to Knife River - Belgrade for the Standard Bid Price and Alternate 1 in the amount of $5,207,849.50, and final contract documents once received. BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The project is for the construction of Cottonwood Road between Babcock Street and just north of Durston Road. It includes roadway widening and reconstruction, new corridor lighting with LED luminaires, new sidewalk, new storm drain infrastructure, new water main, signalization of the intersection of Cottonwood and Bacbcock, adjustment of the signal at Cottonwood and Durston, and utility adjustments. Bids for the above-referenced project were opened on May 14, 2019 with 2 bids being submitted. The low bid was submitted by Knife River - Belgrade for the Standard Bid Price of $4,875,559.00, and Alternate #1 Bid Price of $332,290.50. The Standard Bid Price includes construction of all of the east half of the road including 378 feet north of Durston which was the agreed upon match point between the City and School District. It also include all of the signal work at Durston and Babcock as well as all of the trunk sewer main installation. Alternate #1 is for the reconstruction of the west half of the road which has now failed. The funding is included in the Capital Improvement Plan (CIP) in 4 different projects. All of the sewer main work is included in project WWIF36 which had a total budget of $640,000. For the street work, there is $2,556,000 in project SIF036 ($1,278,000 in Arterial and Collector (A&C) funds and same in Street Impact Fee (SIF) funds), $1,435,336 in project SIF104 ($287,067 A&C and $1,148,269 SIF), and $1,250,000 in project SIF105 all from SIF funds. The combination of the various CIP items for work totals $5,881,336.00. There is also a short amount of widening on Babcock east of Cottonwood that is included in this project. The cost of this widening will be 68 reimbursed by the developers adjacent to Babcock under the cash in lieu of infrastructure provisions of the development code. The Notice of Award, Award Recommendation from our consultant, and Bid Tabulation are attached. UNRESOLVED ISSUES: None ALTERNATIVES: Disapprove FISCAL EFFECTS: The project will be paid from the Street Impact Fee Fund, the Arterial and Collector District Fund, the Wastewater Impact Fee Fund, and developer payback. RPA has reviewed those bids, and are furnishing the accompanying Certified Bid Tabulations. RPA has also conducted an engineering check of the bids for conformance to the Contract Document requirements, including the following: • Mathematical verification of the bid amounts, extensions, and totals. Any mathematical errors are shown or noted on the Bid Tabulations. • Review of bid forms from the apparent low bidder for proper signature and acknowledgments. No irregularities were noted in the low bid. • Acknowledgement of receipt of all Addenda. • Low bidder included the Montana Contractor’s license number and the required executed certifications in the Official Bid Proposal and a signed Non-Discrimination Affirmation Form. • Review of bid bond from the low bidder. Bid bond appears proper and duly executed. The low Base Bid received is $4,875,559.00. The low Alternate #1 Bid (resurfacing of the existing Cottonwood Road) received is $332,290.50. The low Alternate #2 Bid (new irrigation well for future median island landscaping) received is $8,300.00.
