What do you love and value about the Northeast Neighborhood?
PhotoVoicesNE is a community art project of the Northeast Neighborhood. Neighbors will
submit photos—along with a sentence or two of text to provide a "voice"to the image—
showing what they value/love/want to preserve about our neighborhood. We want to ensure
that the Northeast Neighborhood continues to be a place where people want to live, work,
visit, and patronize. We will display the photo/voices at a community gathering where we will
engage with each other about the images and the future of our neighborhood. We will use the
photos and the voices to create a document that shows and tells the character of our
neighborhood. The document will be presented to the City to inform the creation of
neighborhood character design standards and guidelines within the Neighborhood
Conservation Overlay District (NCOD). We hope to engage with the City throughout the
creation process.
A brief history of the project
• In 2017, in partnership with the North East Neighborhood Association (NENA), over
15o residents provided insight into the values, concerns, and aspirations of the
Northeast Neighborhood in order to inform new development and projects through the
R/UDAT process.
• In 2018,VisionNE, a subgroup of NENA, developed a 1-page summary of the R/UDAT
results titled "Our Northeast Neighborhood Vision."The goal of the summary was to
describe neighborhood concerns and aspirations and to welcome conversations with
developers to engage and receive valuable input from and about the neighborhood
early in the design phase of projects.
• On April 8, 2019 the City Commission voted to accept a recommendation by
consultants to create neighborhood character design standards and guidelines through
the NCOD.
• In summer 2019,VisionNE invites neighbors to bring their photos,voices, and input to
participate in this photo project and to be engaged in the development of
neighborhood character design standards and guidelines.

• Who can participate?Any NENA resident or property owner, any age.
• How do I participate?Take photos of what you value/love/want to preserve about
the Northeast Neighborhood: what do you want to see continue in our neighborhood
into the future?
• What do you mean by"voice"? Each photo must include a paragraph describing
the photo's meaning to you.
• What is the consent form about?You need to agree that you have obtained
written consent for photos of people/property (copy of consent form available on
NENA website) and that you release ownership of the photo for this project.
• Submission limit: 2 pictures maximum per person; not all photos may be displayed
at the community gathering.
• Submission dates: June 1-21.

Our Northeast Neighborhood Vision
This document provides insight into the values, concerns, and aspirations of the Northeast
Neighborhood in order to inform new development and projects. Information came from:
• An extensive community process involving over 150 residents, business owners and
stakeholders in February 2017 that was facilitated by the American Institute of Architects
Regional/Urban Design Assistance Team (R/UDAT). [See A Vision for the Northeast

• Input from the Northeast Neighborhood Association (NENA) [www.NENABozeman.org]
• The Northeast Urban Renewal Board (NURB) Guiding Principles
VisionNE is a sub-committee of NENA comprised of engaged residents and business/property owners
who:
• Value our neighborhood's unique vibrancy, diversity, artistry, history, commercial/industrial
interface, walk- and bike-ability, and special Bridger Mountains view shed;
• Understand that growth and change in our city and neighborhood is inevitable; and
• Embrace the notion that change can be positive, that it can enhance our neighborhood's
unique character and vitality, and increase opportunities for affordable housing, connectivity,
and civic participation.
Concerns are that growth and new development could:
• lead to gentrification and price out existing residents,
• alter the Northeast Neighborhood's character and sense of place and community, and
• lead to cookie-cutter designs that alter the eclectic mix of the neighborhood.
Aspirations are that growth and new development could:
• enhance the eclectic neighborhood character;
• preserve the Bridger Mountains viewshed;
• create new pocket parks, urban rooms, and public gathering places;
• provide safe multi-modal transportation through our neighborhoods;
• support artists and artisans and provide opportunities for public art;
• expand the trail network and connectivity;
• conserve the historical and present-day mix of agricultural, light industrial, residential, and
local business; and
• provide affordable housing options.
VisionNE offers a unique opportunity for developers to engage and receive valuable input from and
about the neighborhood early in the design phase of projects. We welcome a conversation. We want
to understand your vision and how it can weave into the unique fabric of the neighborhood. Together
we can ensure that the Northeast Neighborhood continues to be a place that people want to visit,
patronize, live, and work.
