MOTION: To approve minutes from the February 27th meeting: Troy Scherer.
SECONDED: M. Ethan Barlow.

1. 05:32:23 PM (00:00:03) 18422 / 18423 The Ruh Building Site Plan / CUP (Jadin)
Site Plan (18423) for a 4-story, mixed-use building with 16 residential units, approximately 7786 sf of
commercial space including brewery and rooftop bar, 720 sf of rooftop terrace seating, 2291 sf rooftop
residential open space and other shared circulation and mechanical spaces totaling 29,493 sf and related
site improvements. A Conditional Use Permit (18433) is required for on-premise consumption of alcohol
as proposed with the brewery. Project Location is 605 N. 7th Avenue.

05:32:29 PM (00:00:09) Disclosure: Board Member Chris Keil disclosed that his firm was working with the N 7th
Ave Streetscape Project. He has spoken with the City about this site and future plans. He offered to recuse.
Staff and the Board thought it unnecessary as there was no conflict.
05:33:31 PM (00:01:11) City Planner Addi Jadin gave a presentation introducing the application.
05:40:32 PM (00:08:12) Jesse Sobrepena, JDS Architects, gave a presentation on behalf of the applicant.
05:49:17 PM (00:16:57) The Board asked questions about the alley and parking, departures, and landscaping.
05:56:51 PM (00:24:31) Sobrepena answered questions from the Board regarding the rooftop, design, and code
compliance versus relaxations.
06:07:57 PM (00:35:37) Jadin and Sobrepena answered further questions regarding parking and sidewalks,
various design details, and historic preservation concerns.
06:17:38 PM (00:45:18) Jadin answered further questions regarding traffic concerns and cohesiveness with the
plans for 7th Street and with nearby areas.
06:28:36 PM (00:56:16) MOTION: Having reviewed and considered the application materials, public comment,
and all the information presented, I hereby adopt the findings presented in the staff report for application
18422 and 18423 and move to recommend approval of the Ruh Building Conditional Use Permit and Site Plan
application subject to conditions and all applicable code provisions: Brady Ernst.

06:29:12 PM (00:56:52) AMENDMENT: Adding a condition that the existing building on the site be professionally
documented by someone who meets the Secretary of the Interior’s professional standards to do so, and at a
minimum an appropriate Montana site form be prepared prior to the building’s demolition: Mark Hufstetler.

06:29:44 PM (00:57:24) Discussion occurred regarding the motion and amendment. Jadin answered a question
about bike parking.

landscaped areas: Scott Freimuth.

06:31:58 PM (00:59:38) A comment and discussion period occurred regarding bike parking and landscaping.
