E. 08:03:05 AM (00:05:31)Special Presentation
1. Conflict of interest special presentation by the City Attorney's Office
City Attorneys Greg Sullivan and Karen Stambaugh provided conflict of interest training for board members.
08:11:02 AM (00:13:28) Scenario 1: Developer on the Zoning Commission – his company is presenting at the
dais. He must recuse himself from participating and voting. Member should ideally recuse himself and leave the
room.
08:12:28 AM (00:14:55) City Attorney Greg Sullivan responded to questions from Board Chair, Kevin Thane
regarding Ex Parte Communication.
08:18:08 AM (00:20:35) Stambaugh continued her presentation, working through additional scenarios.
08:35:06 AM (00:37:32) Board member Greg Stratton asked about a current situation he’s dealing with and City
Attorney, Sullivan responded and provided further insight.
08:42:52 AM (00:45:19) City Attorney, Greg Sullivan responded to board member Steve Wheeler’s question
regarding a potential conflict with a former client who’d like to share ideas regarding affordable housing.
08:49:55 AM (00:52:22) Board Member Stratton asked about a potential conflict of interest regarding a project
currently under review. Sullivan recommended that when there is a potential conflict of interest, that the board
member who may be in conflict step back and allow another board member represent the idea if they’re in
agreement.
08:57:13 AM (00:59:40) Commissioner Terry Cunningham brought up an example of an interaction between a
member of the public and a board member of CAHAB on Social Media. City Attorney, Greg Sullivan explained
the role that the board member is playing and that while it’s OK to disagree, it’s important how an individual
goes about expressing that disagreement as they may be representing the City.
F. Action Items
1. 09:02:58 AM (01:05:24) Creation of a list of employers who the consultants should invite to
participate in the Needs Assessment Survey (Matt Madsen)
Board members and Affordable Housing Program Manager, Matt Madsen discussed edits and items to include
on an Affordable Housing survey that will be distributed within the next month.
2 09:19:31 AM (01:21:58) Discussion of a proposed short term change to the Affordable Housing
Ordinance setting the selling price for lower priced homes to 80% of AMI (Greg Stratton)
Board member Greg Stratton provided an example of a multi-family dwelling unit to compare the sales price,
cost and profit margin of the same project when priced at 70% of Area Median Income compared to the
homes priced at 80% of AMI.
09:25:01 AM (01:27:28) Board Member Greg Stratton responded to technical questions from other board
members regarding affordable home selling prices and the proposed AMI change.
3. 09:36:18 AM (01:38:44) Update on the Consultant's progress on the Needs Assessment and planning
for recommendations to the Consultant.
Consultants completed three focus groups, builders / developers, realtors / lenders and end users / direct
service providers. Tuesday, February 12th will be the next meeting of the housing work group to start to get
feedback back to create the draft of the housing needs assessment.
09:42:14 AM (01:44:40) Assistant City Manager, Chuck Winn provided an update regarding the hiring process
for the new Affordable Housing Program Manager. They are in the process of hiring a professional recruiter
as the first pass at hiring did not result in the hiring of a candidate.
4. Discussion of proposed amendment to CAHAB Bylaws (continued)

• 09:44:41 AM (01:47:07) Thane shared some information regarding a recent Impact Fee Advisory Board
Committee meeting he attended.
