In lieu of audio, below is an excerpt from the Professional Services Agreement with Navigate LLC: Contractor will produce a well documented and comprehensive update to the 2012 Affordable Housing Needs Assessment for the City of Bozeman. It will document the current and future housing needs across the continuum of housing. This report will inform development of housing strategies and solutions in the Action Plan phase. The report will contain a summary of key conclusions and recommendations resulting from Contractor’s analysis, providing a synopsis of significant findings for decision makers. This section will be designed to allow easy transition into the second part of the study – Housing Action Plan. 01:48:05 PM (00:14:54) Walker explained that they’re looking for a group of roughly 20 people that represent a diverse mix of community members who have an affiliations with other organizations to reach a larger spectrum of community members. This group will be made up of three focus groups: 1) Realtors and Lenders, 2) Property Managers and 3) Builders and Developers. 02:00:54 PM (00:27:43) Commissioner Terry Cunningham offered clarification about the 3 Mill Levy referenced to go toward Affordable Housing, specifying that that is a discretionary amount from the general fund decided by the City Commission each year and that it is not a guaranteed, ongoing fund. 4. 02:05:00 PM (00:31:48) Housing Work Group – Who is coming and are there more spaces that need to be filled The Housing Needs Assessment consultants explained the working group and the individuals representing the different organizations involved. 5. 02:09:46 PM (00:36:34) CAHAB’s involvement in the process Board Chair, Kevin Thane asked how the consultants plan to utilize the Community Affordable Housing Advisory Board. Walker explained that they will likely interview members of the board since they bring such a diverse perspective to affordable housing. Walker also explained that the board liaison will be able to carry information between the consultants and the board. Walker also asked that board members help spread the message of this process when asking for feedback from the community. 02:13:04 PM (00:39:53) Board members and the Housing Needs consultants discussed communities which could be compared to Bozeman to examine what’s working and not working for similar cities. A general discussion followed. 6. 02:26:08 PM (00:52:57) Suggestions for additional opportunities Consultants and board members discussed potential interactions with the public and how to maximize these interactions by selecting participants who can provide valuable feedback. 02:40:15 PM (01:07:04) Consultants Mike Brown and Christine Walker responded to detailed questions from board members regarding their methods and experience in accessing affordable housing needs.
