Action Items 08:07:45 AM (00:08:02) 1. Affordable Housing Plans – (Subdivision, Single Household, Rentals) a) West Winds Subdivision Affordable Housing Plan – recommend approval or not. • 17583 Housing Plan Memo to CAHAB • 17583 Application & Plans 08:09:14 AM (00:09:31) Director of Community Development, Martin Matsen provided a brief overview of the Affordable Housing Ordinance and its requirement for this subdivision. Matsen explained that the applicant is requesting to pay cash-in-lieu for 1.2 units of the required six units. 08:12:53 AM (00:13:10) Director Matsen responded to questions from board members and explained when the cash-in-lieu payment is required in the process. A general discussion followed. 08:18:34 AM (00:18:50) Board Chair, Kevin Thane, explained that he felt the proposed housing plan did not meet the requirements of the Affordable Housing Plan due to the average number of bedrooms in the subdivision compared to those in the proposed affordable units. Following, Director Matsen stated that there is latitude within the ordinance for the Affordable Housing Manager and Community Development Director to accept what they are proposing and that the board is able to make a different recommendation as projects come before them. Matsen explained that he does not make a final decision prior to receiving a recommendation from the board (CAHAB). 08:24:46 AM (00:25:02) Board member Greg Stratton reviewed the numbers that he came up with when calculating the affordable housing requirements for this subdivision and agreed with Thane’s comment that he felt the proposed plan did not meet the Affordable Housing Requirements. 08:27:46 AM (00:28:03) Matsen provided some clarifications regarding when cash-in-lieu must be paid and the requirements of affordable housing units as specified in the Affordable Housing Ordinance 38.380.090. Afterward, board members held a general discussion and deliberated on the flexibility of the ordinance. 08:37:24 AM (00:37:41) Public Comment Trevor McSpadden spoke on behalf of the applicant and explained how he calculated the number of affordable units in the development and some of the unknown variables. 08:42:47 AM (00:43:03) MOTION to recommend approval of the West Winds Affordable Housing Plan: Greg Stratton 08:43:19 AM (00:43:36) MOTION SECONDED: Noel Seeburg 08:43:33 AM (00:43:50) Discussion: Board members deliberated on whether the proposed housing plan meets the requirements of the Affordable Housing Ordinance. 08:52:15 AM (00:52:32) VOTE: Motion failed 4-2 David Magistrelli – yes; Dulaney Collins – no; Noel Seeburg– yes; Kevin Thane – no; Greg Stratton – no; Steve Wheeler- no. 2. 08:56:50 AM (00:57:07) Housing Needs Assessment & Work Plan a) Discussion of the Contract with the Consultants for the Affordable Housing Needs assessment including the recommendation that CAHAB appoint one member to be the liaison for the Community Housing Needs Assessment Workgroup – select whom that member will be. • Memo: Affordable Housing Ordinance 38.380 Text Amendment • Commission Memo & Professional Service Agreement for Needs Assessment Agreement (On October 8th City Commission Agenda for Approval) b) Select a date for a special meeting of CAHAB to meet with Consultants. 08:58:24 AM (00:58:41) Director Matsen confirmed that the Service Agreement for the Needs Assessment consultant was approved by the City Commission. 09:00:44 AM (01:01:01) Board Chair, Kevin Thane introduced a discussion on the scope of work for the Housing Needs Assessment. Thane expressed concern that CAHAB will not participate after a draft report has been prepared. Thane made suggestions for areas that the housing needs consultants review. 09:12:19 AM (01:12:36) Board members worked on selecting a representative from the board to participate in the Housing Needs assessment process. 09:13:44 AM (01:14:01) NOMINATION: Board member Greg Stratton nominated Kevin Thane. Steve Wheeler seconded the nomination 09:14:06 AM (01:14:23) VOTE: All in favor: 5-0 (one abstention) 3. Other Action Items: a) 09:17:27 AM (01:17:44) Short-term Rewrite additional language around 80% AMI pricing, subsidies and recapture – need a recommendation on approval and taking to commission as a possible addition outside of the legal approved short-term rewrite. 09:19:59 AM (01:20:16) Board member Greg Stratton provided some insight into the proposed change surrounding 80% AMI pricing. Following, board members held a general discussion. b) 09:45:17 AM (01:45:34) October 15, 2018 update to the City Commission – any suggestions for additions to the update. 09:29:08 AM (01:29:25) MOTION to recommend to the City Commission to include additional language around the 80% AMI pricing in the text amendment to the Affordable Housing Ordinance: Steve Wheeler 09:29:34 AM (01:29:51) MOTION SECONDED: David Magistrelli 09:29:47 AM (01:30:04) VOTE: All in Favor – Motion Carries 6-0 F. Non-Action Items 09:30:14 AM (01:30:31) Report on the Impact Fee Update (Chris Saunders) Long Range Planning Manager, Chris Saunders defined impact Fees, explained how they are assessed and discussed other factors that affect impact fees. Saunders also reviewed the upcoming Impact Fee Study Update. 09:39:04 AM (01:39:21) Saunders responded to questions from board members regarding how meter size affects impact fees and the differences associated with different sized homes.
