Non-Action Items 1. 08:04:37 AM (00:03:59) Introduction of New Member, (Tentative – Pending City Commission Approval on January 7th). Jody Bartz, professor of Human Health and Development at Montana State University introduced herself and board members worked around the dais making introductions. 2. 08:10:03 AM (00:09:25) GMD Development Update on the Affordable Housing Development near Lowe’s (Steve Dymoke.) Steve Dymoke of GMD Development announced that the property behind Lowes in discussion for an Affordable Housing project is now under contract. Mr. Dymoke provided an overview of the roughly 270 unit project and asked for the board’s support. Mr. Dymoke explained that there is a one million dollar gap in funding that they’re hoping to receive assistance with from the city of Bozeman. 08:16:48 AM (00:16:10) Board Chair, Kevin Thane and Mr. Dymoke discussed rental rates in the affordable housing project. Mr. Dymoke explained that they typically need to hold the rental rates at the maximum in order to maintain the property. 08:20:23 AM (00:19:45) Mr. Dymoke responded to questions from board members regarding the proposed project. 08:38:30 AM (00:37:52) Tracy Menuez of HRDC voiced support of the GMD Development project. 08:40:39 AM (00:40:01) Community Development Director, Marty Matsen explained the need for the Conditional Use Permit in regards to the GMD Development project in discussion. 3. 08:43:38 AM (00:43:00) Affordable Housing Needs Assessment Update (Christine Walker, Navigate LLC) Christine Walker of Navigate LLC provided a brief update regarding the Affordable Housing Needs Assessment that is underway. Ms. Walker summarized the focus groups and interviews that have been completed. Ms. Walker also announced that the draft report will be available in early February. 4. 08:49:30 AM (00:48:52) Status Update on the Search for a New Affordable Housing Program Manager (Marty Matsen) Director Matsen provided an update regarding the search for a new Affordable Housing Program Manager. 5. 08:52:15 AM (00:51:36) Affordable Housing Fund Status Update (Brian LaMeres) Board Chair, Kevin Thane reviewed the Affordable Housing Fund spreadsheet. Action Items 1. 09:02:23 AM (01:01:45) Discussion of CAHAB Goals and Priorities for 2019 Mr. Thane reviewed a document he provided to promote board discussion on the possible CAHAB goals and priorities for 2019. 09:09:52 AM (01:09:14) Update from Director Matsen re: Affordable Housing Ordinance changes. Following, Commissioner Cunningham, Director Matsen and Mr. Thane discussed the affordable housing ordnance in terms of upcoming development and aligning goals for CAHAB and Bozeman’s Strategic Plan. 09:27:24 AM (01:26:46) Commissioner Cunningham spoke to the goal of developing a reliable, substantial funding source for affordable housing. 09:30:33 AM (01:29:55) Discussion Item continued to next meeting G.
