opportunity in conjunction with each action item for comments pertaining to that item. Please limit

08:03:03 AM (00:03:10) MOTION: Jody Bartz
08:03:05 AM (00:03:12) MOTION SECONDED: Greg Stratton
08:03:17 AM (00:03:24) Minutes clarification request for 3.13.19: The applicant is proposing
$9,788.00 $195,000 cash-in-lieu for the two required units. The amount due at the time of final plat /
occupancy will be recalculated in that year’s dollars as the proposed amount is for the 2018
requirements.

E. Action Items
1. 08:05:10 AM (00:05:17) Affordable Housing Action Plan discussion of Ideas
Director of Community Development, Martin Matsen and Chair Kevin Thane discussed the
Affordable Housing Action Plan and how the Scope of Service between the City and the consultants
has changed.
08:13:03 AM (00:13:10) CAHAB board members shared their thoughts regarding the Housing Needs
Assessment process and their continued involvement in the process of developing an Action Plan.
08:15:11 AM (00:15:18) Director Matsen explained why there was a lack of correlation between the
previous Housing Needs Assessment completed in 2012 and the recently completed Housing Needs
Assessment, but that data used across city plans and documents should be consistent.
Chair Thane commented that his hope would be that the Action Plan would act as a living document
that would not become irrelevant after four years. Director Matsen responded that the Action Plan
may take years to carry out, but that it is meant to be updated every 4-5 years in order to remain
relevant.
08:29:52 AM (00:29:59) Brian Guyer shared his previous experience in housing needs assessments
versus action plans and the consistent need for re-assessing. Mr. Guyer noted that the strategies in
the Action Plan may be long term, but the trends and data need to be updated every 4-5 years.
08:30:50 AM (00:30:57) Mr. Thane responded by saying that he hoped that there would be flexibility
in the Action Plan to allow for a switch in emphasis if necessary.
08:32:46 AM (00:32:53) Director Matsen explained the City’s current Work Plan, in regards to
affordable housing, is the Affordable Housing Action Plan which will be a six month process. Matsen
continued to explain how city staff’s time is intended to be used: everyday tasks should take up 70%
of staff’s time, 20% of time dedicated to Strategic Plan tasks and 10% for unexpected issues that
require attention.
08:42:40 AM (00:42:47) Mr. Guyer added that a matrix of responsibility will also come out of the
Affordable Housing Action Plan which will lay out who will lead efforts for specific action items.
08:44:13 AM (00:44:20) Board member Greg Stratton commented on budgetary aspects of the
Action Plan. A general discussion followed.
08:58:45 AM (00:58:51) Board members and Director Matsen discussed public input in the Action
Plan process.
2. 09:05:07 AM (01:05:14) Continued Discussion of CAHAB 2019 Goals and Priorities
Board members initiated the goals and priorities conversation by discussing land trusts.
09:09:33 AM (01:09:40) Board members discussed the possibility of an RFP process for vendors to
present ideas on affordable housing opportunities. Mr. Guyer suggested they utilize the expertise of
the Housing Work Group to identify a process so that they’re not obligated to put out dollars, but
added that the Action Plan should promote creativity.
09:13:22 AM (01:13:29) Board members discussed the current affordable housing funding and ways
to promote other revenue streams, outside of the current 3 Mill Levy.
