Downtown Urban Renewal District
Board Meeting Minutes
July 17, 2018
Attending: Bobby Bear, Bob Hietala, Vonda Laird, Tony Renslow, Chris Naumann
Absent: Cory Lawrence, Bill Stoddart
Public Comments: John Hoskins attended the meeting and said he just wanted to learn
more about the Urban Renewal District.
Minutes
ACTION: Bob Hietala moved to approve the May and June minutes as presented.
Vonda Laird seconded the motion. All voted in favor.
Financial Report
Chris presented the current version of the final FY2018 finances. He said it would be another
month or two before the final income figures would be available from the City Finance
Department which in turn has to wait to receive them from MT Dept of Revenue.
He highlighted some of the expenses incurred over the last month including the budgeted
payment of $84,013 to the Lark for the Hotel Incentive Grant and $60,000 for the URD’s contribution to the 2018 Downtown Bozeman Improvement Plan Update to the DBP.
The board had no other questions regarding the finance report.
Executive Director’s Report
Technical Assistance Program Update One grant has been awarded in FY2018 for the Osborne Building. As a reminder, the Planning
grants have a $7500 cap and the Façade grants are capped at $3000.

Lark Addition (corner of Grand and Main) 4 story building with 28 new Lark hotel rooms.
Construction began in December 2016…completed and open with Treeline Coffee as
“retail” tenant. Etha Hotel (Armory building) Construction resumed April 30, 2018. Black & Olive Apartments construction began at end of June 2018.
“OSM” Building 5 story mixed use building proposed on southwest corner of Babcock
and Wallace—schedule unknown
BG Mill Building 5 story mixed use building proposed on southwest corner of Mendenhall and Broadway—schedule unknown One 11 Lofts (corner of North Willson and West Lamme) 50-unit apartment building with
53 parking spaces. Approved by DRB February 28, 2018. Currently in final review by City
Community Development Department.

In this section, I will provide update about several ongoing City planning processes.
City Strategic Plan

NCOD and Design Guidelines Update

Strategies 1 through 5 have been completed.
Strategies 6 (Cash-in-Lieu), 7 (UDC Parking Requirements), and 8 (SID 565) are scheduled to
be addressed in 2018. I am working with City staff to develop a timeline. Strategy 10, focusing on data collection and analysis, was in part completed with the release of the 2017 Downtown Parking Study conducted by WTI.
Strategies 12, 13, and 14, which focus on signage, branding and wayfinding associated with
parking will be completed in 2018.
On April 23, 2018, the City Commission did not take any action on recommendations from the Parking Division and Parking Commission about the first steps necessary to consider establishing new residential parking district.
Regarding Strategy 15 to upgrade the parking technology systems at the garage and used for
on-street management: the new T2 parking management system is completely “live” in use.
Discussion and Decision Items
Urban 3 Update
Chris provided an update about the two public presentations of Urban 3’s taxable value analysis
on July 11, 2018. Chris presented some of the main graphics from the presentations pertaining
to downtown. He said the final study will be available this fall. The board member that attended
said the presentations were very impactful and impressively demonstrate the value of downtown Bozeman.
MySidewalk Dashboard Project
Chris presented a comprehensive economic and demographic data service called “State of
Downtown” by mySidewalk. As an example of the web-based graphic dashboard, Chris showed the board the Downtown Sioux Falls version. Chris explained that the dashboard pulls data
points from open source federal databases such as the Census Bureau, DOT, HUD, and
LODES. The board was impressed about the depth and breadth of the information provided by
the dashboard. Chris said he would like to contract with mySidewalk for one year for a State of
Downtown dashboard specific to Bozeman and the cost would be $5000. The board said it seemed like a very valuable tool. Vonda asked if Chris thought there would be any potential to
find a project funding partner. Chris said he thought the City Economic Development
Department would be interested. The board agreed that Chris should proceed with or without
another funder, but that would be preferable. New Business
Chris reminded the board about the NCOD Downtown Stakeholder meeting tomorrow, 12-1pm,
Wednesday, July 18th at the Bozeman Public Library.
