Appointment to the BABAB Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment to the Bozeman Area Bicycle Advisory Board (BABAB) MEETING DATE: May 13, 2019 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Bozeman Area Bicycle Advisory Board, At-Large Voting position, with a term ending December 31, 2020. BACKGROUND: The Bozeman Area Bicycle Advisory Board (BABAB) currently has two vacant positions. Two new applications have been received. There are currently no qualified applicants for the following position: 1) One High School Representative (Non-Voting) with a term ending December 31, 2019. Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission in September 1990 through Resolution No. 2817. Its purpose is to recommend safe bicycle practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area. Bozeman Municipal Code Sec. 2.05.2510 Membership. A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting liaison to be appointed by the city commission. One member shall be a student of Montana State University. One member representing the county may be recommended by the county commission and appointed by the city commission. One additional non-voting liaison shall be a student of Bozeman High School. Members of this board shall serve two-year staggered terms. Each member may be reappointed without any limitation 402 on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. B. With the exception of the non-voting high school liaison, only persons of legal age may be appointed to the board. High school representatives under age 18 must provide a signed consent from a legal guardian stating they may participate in board activities. A majority of the board shall be residents of the city. Nonresident members of the board shall have some interest in the city by virtue of working in the city, owning property in the city, or entering the city frequently for any lawful purpose. In addition, the members should be knowledgeable of bicycling and/or traffic safety in the Bozeman area. This board currently has two vacant positions. (○) No Please explain your relevant qualifications, interests and experiences: As a nurse, I am interested in the health of individuals and communities. This is the primary reason I am applying to be a board member of BABAB. I feel the way individuals move around a city can deeply affect how well people are able to connect, and in order for community members to feel comfortable commuting or casually getting around via bicycle, it must be safe. I believe I am a qualified candidate due to my years of cycling experience and desire to be involved in the safety of cyclists as this city grows. Before moving to Bozeman, my main form of transportation around the city of Chicago was my bike. The city of Chicago has made great strides over the past 10 years to ensure cyclists' safety. I was not involved in those efforts, but I had friends who were and kept close tabs on what the city was doing. In addition to commuting on my bike, I enjoyed bike touring near Chicago and in the Great Lakes region. In Bozeman, I still use my "city bike" to get around town. In addition, I cycle on the trails and roads near Bozeman. As a cautious cyclist, I have already noted intersections that make me nervous and see the need for improvements all over town. I would like to add that I have seen positive changes to bike lanes and a couple intersections during my time in Bozeman, which I assume this board had a hand in. I am familiar with the work of committees through my role as a member of the Undergraduate Academic Affairs Committee (UAAC) within the College of Nursing at MSU. This will inform and ease my ability to transition into the role of an active member of BABAB. My experience in UAAC has highlighted the value of listening to others' ideas and compromise. I believe my ability to do so will allow me to be a productive and enjoyable member for you to welcome. In conclusion, my status as a fairly new, cycling resident of Montana -- I have lived in Bozeman for 2.5 years -- and as an employee of the hospital and university, I would provide the board with the perspective of an outsider who is invested in this community.
