Action Items 1. 06:03:02 PM (00:01:27)Northwest Corner Cottonwood & Oak ANNX/ZMA 18490 (Garber) Annexation of 160.51 acres and amendment to the City Zoning Map for the establishment of a zoning designation of REMU “Residential Emphasis Mixed-Use” and B-2M “Community Business – Mixed”. The property is generally located at the northwest corner of West Oak Street and Cottonwood Road.  18490 Staff Report  18490 Project Documents  18490 Project Drawings 06:03:14 PM (00:01:39) Chris Mehl disclosed that he and Commissioner Jerry Cunningham met for coffee with a member of the applicant team but did not talk of anything of substance regarding this meeting. 06:03:42 PM (00:02:07) Planner Danielle Garber gave an overview of the location and description of the property and surrounding area. Garber went over the current zoning, proposed use, and how the application meets the state zoning evaluation requirements. This included meeting the growth policy, fire and safety requirements, public welfare, and other needs of the community. 06:09:31 PM (00:07:56) Planner Garber provided an overview of the traffic in the area, including future improvements to nearby roads and intersections. Garber also provided information on how the proposed amendment would affect nearby home value. No public comment was received. 06:12:55 PM (00:11:20) Garber took questions from board members about the growth policy amendment approval, transit opportunities for the area, and surrounding land. 06:17:27 PM (00:15:52) Greg Stratton of Kilday Stratton, 2880 Technology Boulevard, represented the applicant and gave a short presentation on the project site and the amendment application. 06:25:33 PM (00:23:58) Mr. Stratton took questions from the board. 06:26:41 PM (00:25:06) Public comment (none) 06:26:54 PM (00:25:19) Board members felt no need to discuss the amendment. 06:27:07 PM (00:25:32) MOTION Having reviewed and considered the staff report, application materials, public comment and all information presented, I hereby adopt findings presented in the staff report for application number 18-490 and move to recommend approval of the Northwest Corner of Cottonwood & Oak Zone Map Amendment with contingencies required to complete the application processing: Chris Scott 06:27:36 PM (00:26:01) MOTION SECOND Paul Spitler 06:27:38 PM (00:26:03) DISCUSSION Board members discussed the proposed project and commented on why they support the amendment and the motion. 06:29:50 PM (00:28:15) Vote All in favor- Motion Carries Unanimously, 3-0. Other Updates  Chris Mehl offers the Zoning Commission Board members to attend the Planning Commission Board for the draft community plan later that evening.  06:30:43 PM (00:29:08) Board member Scott requested an overview of what the City Commission has recommended and decisions made in the past in regards to zoning proposals.  06:31:57 PM (00:30:22) Planner Tom Rogers reminded the board members that there will be annual ethics training coming down the pipeline soon.
