PHASE 4: GOALS AND OBJECTIVES

A. THE SHAPE OF THE CITY | The urban character of our well-planned City
is defined by urban edges, varied skyline, pedestrian-friendly
streetscapes, and integration with the natural landscape that
surrounds us.
Rationale – The City’s primary function is to provide a safe, healthy,
and clean environment for its citizens by providing basic
infrastructure and guidance to achieve the community’s desired
outcome. Residents have consistently stated a desire for a high
quality environment; including the natural environment, streets,
buildings, and neighborhoods; to pursue their individual personal,
familial, and economic aspirations.
Goal:
Rationale – To be determined.
Objective(s):
1) Integrate consideration of autonomous vehicles, rideshare, and
other mobility choices into land use regulations.

Needs an overall statement (chapter 1 maybe) that says we
like what we are doing from past plans and want to keep up
the good work with new goals to provide updated focus on
issues.

B. A CITY OF NEIGHBORHOODS | Our City is made up of a series of diverse
and inclusive neighborhoods, defined by our commercial nodes, a
variety of quality housing, walkable centers, schools, and parks.
Goal: Support well-planned, walkable neighborhoods that are designed
to retain and enhance character while also promoting increased
pedestrian activity
Rationale – To be determined.
Objective(s):
1) Maintain block and lot configuration design standards
throughout City neighborhoods
2) Promote the development of accessory dwelling units as a means
of addressing goals surrounding affordability and density
3) Support commercial-node development in appropriate
neighborhood locations
4) Replace and maintain missing or damaged sidewalk elements
Goal: Encourage identifiable neighborhoods through the creation of
unique amenities and focal points

Objective(s):
1) Increase connectivity between parks and neighborhoods through
continued trail and sidewalk development with prioritization
of closing gaps in the trail and sidewalk network
2) Encourage neighborhood focal point development with functional
and sustainable activities and equipment to promote activity
and social interaction
Goal: Promote an adequate supply of diverse quality, safe, and well-
designed affordable housing units
Rationale – To be determined.
Objective(s):
1) Encourage distribution of affordable housing units throughout
the City and located near commercial, recreational, and
transit opportunities
2) Incentivize affordable housing development through
coordination of infrastructure and funding

Goal: Promote land preservation and affordable housing through
increased development intensity in key areas
Rationale – To be determined.
Objective(s):
1) Support higher density development along main corridors to
accommodate population growth and support businesses
2) Encourage that affordable housing developments are accessible
via public transit routes
3) Identify and zone appropriate locations for neighborhood-scale
commercial development
4) Evaluate revisions to building height limits (building methods
for cost efficiency, would minor changes result in substantial
improvements)
5) Evaluate and where appropriate, pursue coordinated
improvements and facilities to address development impacts
rather than requiring each site to be fully self-supporting
6) Review and update minimum density development requirements in
residential and non-residential zoning districts

C. A CITY BOLSTERED BY DOWNTOWN AND COMPLEMENTARY DISTRICTS | Our City
is bolstered by our Downtown, Midtown, and University and other
commercial districts and neighborhood centers that include
characterized by higher densities and intensification of use in
these key areas.
Goal: Ensure multimodal connectivity within and between districts
Rationale – To be determined.
Objective(s):
1) Expand multimodal accessibility throughout districts as a
means of promoting personal and environmental health, as well
as reducing automobile dependency
2) Support implementation and monitoring of the Bozeman
Transportation Master Plan strategies
3) Encourage development intensity along key district corridors
Goal: Promote districts through diverse housing, goods and
servicescommerce, and employment opportunities

Objective(s):
1) Promote mixed-use developments with access to parks, open
space, and transit options
2) Support University efforts to attract commercial development
near campus
Goal: Support urban development within the City to reduce
development pressure on viable agricultural areas and support
reduced consumption of land

1) Support infrastructure maintenance and include coordinated
upgrades with maintenance activities to support appropriate
infill development
2) Prioritize the acquisition and preservation of open space that
supports community values and addresses gaps in functionality
and needs
3) Develop area-specific building height guidelines
4) Evaluate alternatives for more intensive residential development
styles in proximity to high visibility corners, services, and
parks.

D. A CITY INFLUENCED BY OUR MOUNTAINS, PARKS, AND OPEN SPACE | Our City
is home to an outdoor-conscious population that celebrates and
protects our natural environment and immediate access to a well-
managed open space and parks system.
Goal: Prioritize the continued maintenance of parks in Bozeman
Rationale – Parks, trails, and open space are a critical component
of Bozeman’s character. Access to safe well maintained parks,
trials, and opens space, and spaces and activities for, all people
regardless of age or mobility, is necessary for a fairness and
equitable.
Objective(s):
1) Eliminate the reliance on POA/HOA to maintain public
infrastructure, including public parks and trail systems.
Goal: Prioritize and the strategic acquisition of parks in Bozeman
Rationale – To be determined.
Objective(s):
1) Collaborate with partner agencies to establish sustainable
funding sources for City green space
2) Ensure consistently high levels of safety and maintenance in
City parks and open space
3) Coordinate between developments to locate larger parks that
are cooperatively developed.
4) Coordinate dedication of parks by adjacent development to
create large and more functional parks.
Goal: Provide a variety of recreational opportunities throughout the
City parks and open space

Objective(s):
1) Incorporate unique recreational and artistic elements into
existing parks
2) Research and implement multi-use features within parks to
promote use and visitation

Goal: Consider changing climate impacts in City’s transportation
plan, utility, recreation, and operations plans.

1) Update land development standards to implement the IWRP.
2) Ensure complete streets and Finding long term resources for
year about bike and multi-use paths maintenance to improve
utilization.
3) Support ongoing compliance of existing maintenance standards
including sidewalk clearing, sidewalk surfaces, bike lanes.
4) In coordination with the sustainability division provide
public education on diversified power generation alternatives
with the city limits.

infrastructure, including stormwater systems.

economic viability to maintain and improve habitat, water quality,
and quality.

E. A CITY THAT PRIORITIZES ACCESSIBILITY AND MOBILITY CHOICES| Our City
fosters the close proximity of housing, services, and jobs, and
provides safe, efficient mobility for pedestrians, cyclists, transit
users, and drivers.
Goal: Promote multimodal access throughout Bozeman for all residents
and visitors
Rationale – To be determined.
Objective(s):
1) Encourage pathway connections throughout new developments
2) Establish east-west trail connections to complement the
existing trail system
3) Prioritize connecting Districts with multimodal facilities
4) Map missing links in sidewalk and trails networks, schedule
improvements with intent to close at least 50% in five years
5) Objective X – Integrate consideration of autonomous vehicles,
rideshare, and other mobility choices into land use
regulations.

Goal: Enhance pedestrian, bicyclist, and vehicular safety measures
throughout the City

1) Implement traffic calming measures in areas of high pedestrian
activity
2) Develop dedicated bike lanes or separated paths along all
principal arterial roads specified in the most current
Transportation Master Plan
3) City to incorporate (adopt?) specific design guidance for
multi-modal (check wording with Shawn K).
4) Add goals for open space per strategic plan, sustainability,
climate change. Add goal for city wide network of connected
trails internal and linking to outside of the city.

ECONOMY | Our City, and all residents benefit from an expanding
economy that is powered by education development, strong regional
partnerships, job creation, talent retention, and support for local
businesses.
Goal: Promote the continued development of Bozeman as an innovative
and thriving economic center
Rationale – To be determined.
Objective(s):
1) Support the goals and objectives outlined in the Bozeman
Economic Development Strategy (formally a separate goal)
o Invest in infrastructure projects identified in the capital
improvement plan (CIP) that will strengthen the business
and higher education communities
o Ensure an adequate supply of appropriately zoned land for
employment areas
o Update zone map to correct deficiencies identified in the
annual land use inventory report
2) Continue facilitating live/work opportunities as a way to
support small, local businesses
3) Support employee retention and attraction efforts by
encouraging continued development of attainable housing
4) Collaborate with economic development entities in local
business support efforts
5) Support expansion of current and emerging infrastructure
technologies (fiber optic).
Goal: Promote and support economic diversification efforts

1) Provide local businesses with resources and communication to
help them continue to grow and expand
2) Encourage the attraction and development of sustainability
industry businesses and careers

G. A CITY ENGAGED IN REGIONAL COORDINATION | Our City, in partnership
with Gallatin County, Montana State University, and other regional
authorities, addresses the needs of a rapidly growing and changing
population through strategic infrastructure choices, land use
planning, and thoughtful decision-making.
Goal: Practice increased communication and coordination with
Gallatin County and other regional public entities
Rationale – To be determined.
Objective(s):
1) Consider possible regional impacts when making decisions
2) Coordinate planning activities to promote consistency
throughout the region
3) Research infrastructure and transportation improvements that
benefit the region
Goal: Continue coordinating with Gallatin County and neighboring
municipalities to identify and mitigate potential hazards
Rationale – To be determined.
Objective(s):
1) Identify effective, affordable, and regionally-appropriate
hazard mitigation techniques through the X plan and other
tools
2) Discourage development in environmentally sensitive, or hazard
prone areas
3) WUI. Review land use regulations and standards to provide
adequate public safety measures and mitigate impacts on public
health and fiscal responsibility.
Goal: Update annexation policies and collaborate with Gallatin
County regarding annexation and development patterns adjacent to the
City

1) Establish standard practices for sharing development application
information and exchanging comments between the City and County.
