Attached is a letter from the Bozeman (Area) Pedestrian and Traffic Safety Committee supporting the proposed plan but with one caveat, one suggestion, and one observation. Zimmer, Chairperson DATE: April 14, 2019 SUBJECT: Proposed Downtown Bozeman Improvement Plan With one caveat, one suggestion, and one observation, the Bozeman (Area) Pedestrian and Traffic Safety Committee supports the approval and implementation of the draft Downtown Bozeman Improvement Plan. We urge you to support the plan. We came to that conclusion after Mr. Chris Naumann, Executive Director of the Downtown Bozeman Partnership, met with us twice to tell us about the transportation components of the plan. Both times Chris made relevant documents available to us for our review. The caveat is that Mr. Naumann has assured us that none of the proposed significant changes in controlling pedestrian movements and the movements and parking of both motorized and non-motorized vehicles will be implemented until those specific changes are subjected to engineering review and approval. Your support of the plan should specifically require that engineering review and approval before implementation. While we believe many vehicle drivers would love back-in diagonal parking, we suspect many others will be intimidated by it. Therefore we suggest if the City elects to install such parking that it be preceded and accompanied by educational efforts to acquaint drivers with the process. This could include setting up a practice area with cardboard and/or cones marking the location of adjacent vehicles. Before proceeding with this particular recommendation, MSU’s experience with this kind of parking should be reviewed. A key component of the plan is the minimization of truck traffic on Main Street. Our observation is that objective would be desirable even if nothing else in the plan were implemented. Therefore, we encourage the City to initiate/renew efforts to remove as much truck traffic from Main Street as possible.
