HomeMy WebLinkAboutPB GoalsObjectives_4-10-2019 TO: PLANNING BOARD FROM: TOM ROGERS AND CHRIS SAUNDERS RE: GROWTH POLICY UPDATE –GOALS AND OBJECTIVES DATE: APRIL 10, 2019 The purpose of this meeting is to discuss goals and objectives to establish priorities and approaches to advance the plan. The revised themes (green text) have been inserted into the attached materials so the Board may consider which goals are best associated with which theme. Staff, in discussion with LoganSimpson, has generated the attached list for your consideration. There may be other goals that should be added. The attached list is a discussion starting point. We are asking the Board to review, refine, and prioritize goals (blue text) and associated implementing objectives. A focus on landuse is anticipated as other elements are addressed in other City planning documents. The Board may choose to first discuss the goals overall and then go back to implementation. Goals may be relocated to another theme if desired. The Board expressed a desire to follow a goal-objective pattern similar to the existing plan such as the following example: Goal LU-1: Create a sense of place that varies throughout the City, efficiently provides public and private basic services and facilities in close proximity to where people live and work, and minimizes sprawl. Rationale: A sense of community is strengthened by distinctive areas which facilitate neighborhood identity. This is strengthened when essential services are available and encourage informal interactions. Full featured neighborhoods allow extensive interaction and build identity with a specific part of the community. A sense of place does not prohibit change or continued evolution of the community. Objective LU-1.1: The land use map and attendant policies shall be the official guide for the development of the City and shall be implemented through zoning regulations, capital improvements, subdivision regulations, coordination with other governmental entities, and other implementation strategies.
