Regarding your consideration of the NCOD revisions, I would like to specifically address the
recommendation for transition zones between the B-3 and Historic Districts (B-3T). In the 1980s through
the early 90s, Bozeman had "T" districts between many of its commercial zoning districts and residential
districts to address the abrupt and undesirable impacts adjacent incompatible zoning districts can cause. In
the early 90s, a consultant dismissed these "T" districts as a "patchwork quilt" when they in fact functioned
as a tailor made garment. I have been unable to locate a zoning map from that era to show their many
locations but the staff reports on the creation of each would have the specific standards for each "T"
district. I am attaching the ordinance from 1985 which provided for these districts. It's more than a little
ironic that we have circled back to this solution after almost 35 years but I am certainly glad we have. Here
is ordinance 1177 from 1985 which enables these "T" districts and shows the community's concern for
these abrupt transitions almost 35 years ago. Notice in particular Item "K":
