HomeMy WebLinkAboutDRB memo 4-10-2019 TO: DESIGN REVIEW BOARD FROM: TOM ROGERS RE: TEXT AMENDMENTS TO REVISE STANDARDS FOR BUILDINGS FACING MULTIPLE FRONTAGES AND ASSOCIATED COMPONENTS, APPLICATION 18-559, ORDINANCE NO. 2019 DATE: APRIL 10, 2019 The City of Bozeman generally updated Chapter 38 of the Bozeman Municipal Code. The revised development code became effective on March 31, 2018. A core component of these changes were to ensure the continued effort that began in 1990 with the development and adoption of the Entryway Corridor Overlay District and associated design standards. The intent of these standards were create high quality, vibrant urban environments designed to activate streets and provide a safe inviting place for people. Based on a year of experience of applying the code, a number of improvements and revisions are needed to achieve the desired outcome, correct omissions, and continue evolving the code as directed by the City Commission. On October 22, 2018, staff presented numerous suggested code amendments and additional larger policy questions for future code amendments. Based on the direction provided by the Commission and staff edits in Ordinances 2014 and 2019 were prepared to meet the demands of the known corrections, additions, and improvements. Two ordinances (2014 and 2019) were created for consideration to facilitate review and possible adoption. Ordinance No. 2014 generally includes those specific changes detailed in the October 22, 2018 Commission memo. Ordinance No. 2019 includes revisions to block frontage standards for buildings facing multiple streets and other modifications generally related to the subject matter. Ordinance No. 2014 is not included with this memo. The suggested edits in this ordinance relate to zoning standards not within the purview of the Design Review Board. If you are interested in these proposed edits the Zoning Commission is scheduled to consider both ordinances on April 16, 2019 at 6:00 pm. A complete staff report and copes of the ordinances will be available prior to the meeting. The City Commission hearing is scheduled for May 6, 2019 at 6:00 pm. The subject matter contained in Ordinance No., 2019 include suggested edits relating to placement of buildings on sites with multiple street frontages. The Community Development respectfully requests the Design Review Board to consider and comment on these edits and, if agreeable, recommend that the City Commission adopt the same. Pertinent sections:  Section 3 – Block frontage introduction and explanation.  Section 4 – creating an order of precedence for building placement in multiple street frontage situations and building entrances.  Section 5 – clarify ground floor depth standards for placement of usable areas around parking and residences  Section 6 – Landscape block frontage setback standard, clarify that apartment buildings are not subject to greater setbacks as required for detached single- household and townhouse/rowhouse building types  Section 7 – Deleting current multiple frontage situations langue. This language is being replaced with the 38.510.020.F. 9, (see section 4 in Ordinance No. 2019) The most substantive changes are under section 4. Section 4 proposes revising and moving 38.510.030.K to 38.510.020.F. Section 38.510.020 includes instructions and how the block frontage standard are applied to an individual site. This consolidates language into one location. The Department has reviewed numerous development proposals that include situations where there are multiple street frontages. Depending on site specific considerations, determining which street is most important or which street takes precedence, and, therefore, must be addressed by the building design and site layout proved to be challenging. The current block frontage standards are an evolution of the City’s terminated Entryway Corridor program which stressed that buildings and building entrances must create a urban environment and have entrances facing the street.
