The business and assets of the BPC shall be trlatlaged andcontrolled by the BPC Conunissioners ("Commissioners" or "tlletttbers").B. Number and Te s. The seven members are appointed by the Mayor, with the approvalof the City Commission to staggered four-year terms.C. Authority and Porver'. The BPC shall have such powers arld duties as are provided in Title7-14-46- Montana Code Annotated. The Comnrissioners shall have the authority andpower for carr¡,i¡g ou1 any and all pulposes of the BPC. To carry out its duties theCommission may delegate ceftain authority and duties.D. Chairpcrson- Vice. and Administrative @ Durilrg the firstmeeting of the BPC each year, the board sliall appoint by majority vote, a Chait'¡'rersonand a Vice Chairperson, as well as the members of the Administrative ReviervCommittee. Terms are for one year and begin on January 1 and end on December 31'Officers call serve multiple, successivelemrs. If appropriate, thel, shall also appoint aboard secretary. The recording secretary nÌay be the Parking Progranr Manager. TheChairperson shall be the presiding officer of the board. During the absence of theChairperson, the Vice Chairperson shall discharge the duties and exercise the powers andauthority of the Chairperson. The presiding officer shall preserve strict order anddecorum at all rneetings and confine members in debates to the question underconsideration. The presiding officer shall state. or cause to be stated, every motioncoming before the board, annolulce the decision on all subjects, and decide all questionsof order, sub.iect, however to an appeal to the board, in which evettt a rnajoritv vote of theboard members present shall govern and conclusively determine such questiou of order.The presiding officer shall vote on all questions.E. Committees. The Cliair shall appoint the chairperson and nrembers of such conrnrittees asare authorizedby the Commission. Standing committees shall be appointed b)'the Chail'with the approval of the Board. The menibers and terms shall be as necessary to cary outthe business of the Commission. No conmittee shall coltsist of more than th¡eeCon-rnrissioners to avoid an unpublicized qltorum.1) Marketing Cornurittee. A Marketing Committee will pron'ìote the actions of the BPCand its assets2) Executive Committee. An Executive Comurittee shall offel'direct supervision of theCity's Parking Manager. The Executive Comnrittee will ser\/e as thç BPC's publicliaison. The Committee will include the BPC's Chair arid Vice-Cltair and the mostrecent past Chair'.
3) Strategic Planning Comntittee. A Stlategic Plannirrg Committee will develop thepolicies of the BPC. All policies must be approved by tlie full commission.4) Administrative Review Committee. The Adrninistrative Review Board (ARC)consists of three (3) Parking Commissioners, appointed b1, a majority vote of theParking Commission, to make a final determination when a cifizen requests review ofa citation appeal decision made by the Parking Program Manager. The ARC shall keepminutes of all proceedings, and operate according to procedures established in theBozeman Municipal Code. The ARC will establish a calendar for its meetings, to bepublicly advertised, and appoint a Chair to lead meetings.5) Adhoc Committee(s). With approval from the BPC, the chair shall call for additionalcommittees to serve the interest of the BPC.F. Compensation. Commissioners, including officers, shall not receive compensation fortheir services, but bona fide expenses, as approved by a majority of the Commissionersmay be paid from the Parking Enterprise assets. However, no Commissioner or officerwill have any right or entitlement to any asset of the BPC.
