HomeMy WebLinkAboutPreservation Award Judge Guide & Nominations 1 | P a g e Bozeman Preservation Awards Guide HPAB Preservation Awards Judge Guide Overview The City of Bozeman Historic Preservation Advisory Board as part of its mission seeks to recognize and celebrate those individuals and organizations that have made significant contributions towards preserving Bozeman’s unique historic and cultural resources. The Preservation Awards program is a board driven awards program and event. All awards categories are based on the Secretary of the Interior Standards and Guidelines which board members are familiar with. Each award category reflects diverse preservation related projects, though some nominations may qualify for various categories. The categories are broad and apply to the type of preservation work occurring within Bozeman, though certain minimum standards are needed to achieve acceptance as reflected in the Standards. Board member judges will use a rubric scoring card to quantitatively asses various nominations. The rubrics are intended to be used by judges to determine the project has meet the minimum criteria and narrow down the field of contenders for each award category. While the rubric is quantitative in nature, judges are expected to apply their qualitative judgement. Awards winning projects should be decided by a majority vote, not a quantitative score decision. The Secretary of the Interior Standards and Guidelines The Standards are a series of concepts about maintaining, repairing, and replacing historic materials, as well as designing new additions or making alterations. The Guidelines refer to general design and technical recommendations to assist in applying Standards to a specific project. Both the Standards and Guidelines are used to inform and develop the Bozeman Design Guidelines for Historic Preservation, a document used to determine appropriate modifications to properties within Historic Districts and the Neighborhood Conservation Overlay District. The Standards, Guidelines and Bozeman Design Guidelines should be used to quantitatively evaluate Preservation Award nominations. 2 | P a g e Bozeman Preservation Awards Guide Preservation Related Terms: 1. Preservation: The act or process of applying measures to sustain the existing form, integrity and material of a building. Some work focuses on keeping a property in good working condition by repairing features as soon as deterioration becomes apparent, suing procedures that retain the original character and finish features. 2. Rehabilitation: The process of returning a property to a state that makes a contemporary use possible while still preserving those portions or features of the property which are significant to its historical, architectural and cultural values. Rehabilitation may include additions or a new use of the building. 3. Restoration: The process of reproducing in the appearance of a building exactly as it looked at a particular moment in time. This may include the removal of late work or the replacement of missing historic features. 4. Reconstruction: The process of rebuilding a structure that no longer exists as it did historically. Basic Nomination Eligibility: 1. Located within the City limits of Bozeman. 2. Project must be complete. 3. Project must be historic: having significance, intact historic physical integrity and at least 50 years old. Categories 1. Outstanding Achievement in Historic Preservation: Recognizes an exceptional effort in the preservation of a building or structure meeting the following criteria: a. Adheres to the standards of Rehabilitation b. Enhances the character of the property c. Respects its context d. Maximizes the retention of distinctive features that make the building or structure significant. e. Adaptive Reuse: Recognizes an outstanding and creative example of adapting an existing building for a new use that respects the defining characteristics Note: Adaptive reuse is a form of Rehabilitation: 4 | P a g e Bozeman Preservation Awards Guide -A property will be used as it was historically or given a new use that requires minimal change to its distinctive materials, features, spaces and spatial relationships. Ex: Princeton, N.J. Nomad Pizza 3. Preservation Stewardship: recognizes groups, individual’s agencies or businesses that have positively impacted the City of Bozeman by advancing the publics appreciation, understanding, and involvement in historic preservation or the conservation of living tradition. Continued Maintenance: Recognizes an effort to actively preserve and maintain an historic building or structure for its continued use while respecting the buildings original character and its site. It was then, and still is, a safe, affordable, and welcoming place for kids and families to enjoy a hot summer afternoon. Had this group not funded some updates and repairs, Bogert pool would feel less safe and clean. I don't know the exact improvements that were made due to their efforts, but I know there were some much needed aesthetic changes. Although this is not a traditional historic preservation project, it is a neighbor level effort that contributes to our community's recreational heritage. Thanks to a visionary coalition of community members, the Emerson School was purchased from the Bozeman Public School District in 1992. In May 1993, the Emerson opened its doors to the public. With community support, the Emerson Center for the Arts and Culture renovated a historic building; filled it with working artists and musicians; created a popular theater as well as exhibition, retail and rental space; educated thousands of children and adults; and welcomed the community time and again through its doors to gather and share and revel in the arts and culture. Most of all, the Emerson is about people coming together: Children laugh and play at Lunch on the Lawn; artist-tenants open their studios on Art Walk evenings; music or movie lovers take their seats in the Crawford Theater; tiny people twirl in a second-floor dance studio; schoolchildren sit on the floor in the Jessie Wilber Gallery intent on an art project; shoppers cruise Galleria Hall and pause for a meal at the Emerson Grill; students work wheels in the pottery studio; and in a prelude to Bozeman’s Christmas Stroll, a pandemonium of excited children assemble gingerbread houses. The old Emerson School building may be on the National Register of Historic Places, but what is truly historic is the vitality that continues to emanate within its walls. (350 words or less) The new ADA doors, carpet, and sidewalks were recent renovations to our historic building in order to maintain the continued character of the building and make certain members of the community had access to one of Bozeman's iconic buildings. History on the lawn project: Twenty-five years ago, a committed group of community members purchased the Emerson building from the Bozeman School District with the intent of developing a place for the arts to thrive in our community. It is remarkable that we found ourselves in a very similar situation today with the Emerson Lawn. Thanks to the outpouring of community support and generosity, the Emerson submitted a last best offer to the Bozeman School District on February 5. We are thrilled to share that the School Board voted unanimously to accept the Emerson’s offer. By purchasing the lawn, the Emerson will be able to expand our programming and most importantly, preserve this beautiful open space for our community to continue to enjoy. With your help, the lawn will continue to be a place where our community gathers to enjoy live music, be with friends, and celebrate the arts. We are thrilled with the support that we have received in such a short amount of time, but we still have a way to go. Please consider a donation to assist with the purchase, improvement, and maintenance of the Emerson Lawn. Since Bozeman is the fastest growing micropolitan in the nation, we need to make an effort to preserve not only buildings but green spaces within our community. Support from the community and our donors was vital when purchasing the lawn from the Bozeman School District, and we cannot thank our supporters enough for helping to maintain the historical atmosphere of our property, and not allowing infill to happen right next door to the cherished Emerson. (350 words or less) We have tried to maintain the look of the original house and have been fortunate to discover a very early photo that allowed the architect to copy early details. This included the porch posts, pickets, etc. We have tried to re-use/re-purpose part of the original house. For instance we saved the old ceiling and floor natural heating draft grates and implemented them into the kitchen bar. We have used an old window with the bubble glass as a second floor cabinet door. We were able to reuse the oak flooring in the first floor bedroom and all of the second floor. My wife and I have always worked in past projects to save old construction and modernize other properties. My clients wish to remove the additions and jack up the original historic portion of the home, construct a new foundation which will include a full basement and then construct a new single story addition on the back of the home. We also propose to demo the existing 2 car garage and replace it with a new 2 car garage with an accessory dwelling unit above. As part of the project we intend to prune existing overgrown trees and bushes and create a new community patio / bbq / fire pit in the back yard between the two structures. The original house is sitting on a crumbling rubble stone foundation, has several areas of rotten wood siding, and is in need of significant roof repairs and all forms of energy and code updates. We intend to insulate the exterior walls and roof to current energy code requirements (or as close as possible given existing framing conditions). We would like to raise the house up 14-16” with the new foundation to help correct poor grading and drainage issues on the property.
