When the intent of the projects is clearly residential, not subject to the constraints, parameters established in residential zoning classification. With Cottonwood & Ida the 200 office spaces concern me. If I look at the current economy in the United States today, Technology, construction, health care, agriculture, some light manufacturing, mostly service positions and with the advent of online retail is disappearing. I also know Bozeman is trying to attract more business, specially High Tech and in the past has had difficulty attracting High Tech jobs with the lack of fiber optics, high speed internet, does this site have access to that resource? When I think of an office building, I invasion windowed floors, skyscraperish, something that look like office space. To me the office buildings of Cottonwood & Ida look like residences. In presentation I heard office space referred to as artisan space which is a Makers Unit defined architectural as a space where people both live and work. Applicant stated in presentation site plan consisted of 72% residential and 96 living units. So is it 96 living units with 72% of 200, Office/Artisan/Maker units equaling 144 more residential units, totaling 240 residential units? That to me is not office space where people go home at the end of the day, have a separate place to live outside of office. Is this misleading to staff, city council, citizens of Bozeman making a decision for the best use city resources and envisioning Bozeman for the next 50 years. Call a spad a spad, if it is residential than let it be review and decide upon as such, not office space, which is misleading. I don’t think there is a need in Bozeman for 200 office spaces, if there is great! Could the project be phased for 100 office spaces, leaving large plaza area and if office space filled and sustained for some time then allow for second phase of next 100 office spaces?
