B- 2M, B-1, B-2, B-3, NEHMU, which are classified as business use or mixed use allow more residential units and no parking requirements than highest residential density of R-4 and 5? Not fair to those, developing residential as stated in intent. Cottonwood and Idea PUD, 72% residential, how is that possible with 96 units consisting of efficient units 348sq’, 1 bedroom 700sq’ and 2 bedroom 1000sq’ that is not much square feet seems like more than 96 residential? Or the 72% is incorrect, looking at the site plan all the residential buildings can easily fit in the 200 office spaces building, so more like 50% residential, something doesn’t add up? The only concern of the developer is capitalizing of property parcel. 348sq’ is easy to categorization as affordable, NOT LIVABLE, the developer is counting on monetary subsidizes from City, HDRC, State, Fed. Where is the garbage collection for this site plan? I just went through a concept site plan review that was rejected because of dumpster location, can’t pick up from the street, 50’ encroachment, garbage truck has to be able to pull in and head out, so 2 entrances, why do the rules apply to some developments and not others? Where is the ability of the emergency services to facilitate services, how does the fire trucks reach the center office building of 200 spaces? How can the police ambulance services safely enter this compound? 200 office spaces, there is vacant office space all over town? I heard in presentation artisan units and or office space which is it? Artisan office spaces can be lived in? The applicant will return within 5 years of office space being built, state cannot fill space with business, ask for a change to residential units. Or those spaces will be abounded creating a blite, a ghetto, straining city resources with police, fire and emergency constantly servicing the area? Cottonwood & Ida parking requirements is allowed reduced 100 parking spaces for different concession in the code, affordable housing, compact cars, etc. If I drive down Wallace parallel parking 24’ for 1 vehicle, changing the street configuration so as to capitalize on 60 degree parking, 2 vehicles in 24’. Off street parking located at brewer building is easily associated with Cottonwood and Ida PUD now. Give it 5, 10 years, change the name of the Co, llc, whatever, then soon enough it is over flow parking which was never a part of the density calculation for Cottonwood and Ida site plan. Code changes, new city council, city staff, soon enough off street parking lot at brewer is the new parking lot for the new brewer building and the develop is laugh all the way to the bank. I support density in the city of Bozeman, responsible density, not just a site plan completely covered in homogenized buildings. 5 West Mendhall, Black and Olive, Rue Building North 7, the Element, all have parking lots on property parcel limiting density number of units, beds, etc. The parking concession availed to Cottonwood and Idea Planned Unit Development by the city staff on a separate property parcel, contributing to the density of another separate property parcel, is code violation, short sited, too much density, not adding to the eclectic neighborhood, not fair to other developments held to rules of PUD code, not responsible growth, not adding value to the city of Bozeman or this neighborhood. Come on folks this is complete HORSE SHIT. The intent of the developer is Capitalize, taking as much advantage of the code and concessions as possible so as to maximize profit. It is the responsibility of the COB staff, council, citizens to hold Cottonwood and Ida developer to responsible growth, which I think needs to be limited to 100 office spaces or less and the off street parking cannot be used in density calculation.
