HomeMy WebLinkAbout01-22-19 Galavan / Streamline Advisory Board MinutesStreamline Advisory Board Minutes January 22, 2019 HRDC Board Room Attendees: Cara Priem, Sunshine Ross, David Kack, Bill Hoch, Jennie Pappas, Joseph Menicucci, Dan Martin, Rita Ripley Weamer, Tracy Menuez, Daniel Peterson, Terry Aldrich, Marianne Brough, Mathew Bain, Suzanne Winchester, Linda Sherwood, Vanessa Palmer Prior Meeting minutes – 11/27/18 minutes were corrected and approved Public Comment – Daniel Peterson inquired again about the completion date for the transfer station waiting area. He has contacted Chuck Winn, assistant city manager, for a status but has not had a reply from the city. The city has not established a completion date yet. Daniel volunteered to sit and supervise the space if that would help expedite the completion. Tracy Menuez reported the city is in charge of the project and the timeline. The transfer center waiting room has been closed a year now. Daniel Peterson inquired about who to contact for suggestions for drivers. Dan Martin gave him his contact information at Karst. Next Meeting – March 26, 2019 Director's report - a)Sunshine Ross presented the Coordination Plan for the MDT operating grant application for fiscal year 2019-2020 and asked for comments. Cara Priem and Joseph Menicucci asked for specific plans and dates for installing shelters. Joseph asked to include the PreRelease Center as an agency needing transportation needs in the plan. The grant application is due 3/1/19. b) Sunshine Ross is requesting 2 more buses for both Galavan and Streamline in the application. c) David Kack reported there is a low/no emission grant available to be applied to the purchase of battery /electric buses. This could be an additional source of funds for future buses. d) Joseph Menicucci stressed the importance of stating Streamline supports a population of over 100,000 in the micropolitan area for future grant applications. e)The Blue Line route is changing for route efficiency. Neighbors had complained and requested historical meeting minutes but no neighbors were in attendance in today's meeting. The route was changed back to how it was configured initially. f) The MSU circulator route was implemented over winter break and has not had much publicity, thus low ridership so far. Sandwich boards have been put out advertising the stop locations. Marianne Brough reported that social media promotion will be happening in the near future educating the students. Matthew Bain will be doing intercept surveys to collect data for how the circulator buses are being used and improved. Dan Martin requested static clings put on the shuttles to distinctly identify the circulator vans. He suggested changing the shuttle to a timed route or installing an app so users know exactly where and when the next circulator will arrive. g) Sunshine reported all the Yellowstone National Park buses have left the barn. h) Buses 2012 & 2013 need new engines. I) There was a good article in the Missoulian newspaper discussing the success of their fare free bus services. She will share the article with the board. Treasurer's report - David Kack reported a)The fiscal years starts July 1. b) MDT has some additional Trans Aid funds and Streamline will get an additional $21,000. c) Streamline is projecting a $59,000 surplus year to date but an engine repair could eat up the surplus. d) Fiscal year 2020 is the last year for Federal funds. Funding will change based on the new census counts. Late Night - Marianne Brough reported the late night is struggling with insufficient attendants on the buses to help with riders. Sunshine suggested it is time to meet with the Tavern association and ask for their involvement with the Late Night runs. Subcommittee Reports – a) David Kack is meeting with the city this Friday to look at the downtown circulator route. b) Work is in place to keep the Yellow and Orange routes at 30 minute intervals to help the tech park employees instead of creating another circulator route to meet their needs. c) David doesn't believe there is anyone in the city looking at how public transportation will solve some of the city's current issues. d) Sunshine Ross reported it is time for the operations committee to look at route changes. The routes haven't been changed since the beginning of Streamline 13 years ago. Dan Martin suggested bringing in a professional schedule/route planner. For the Good of the Bus – Joseph Menicucci complimented the drivers for doing a great job during this time of year with all the bad weather.
