INTRODUCTION1.1 Purpose/Scope of ReportThis report presents the drainage analysis and recommendations for the E. Tamarack StreetReconstruction project in conjunction with that of the North Wallace Avenue Reconstructionproject, which was completed in Summer 2017.Specifically, this report:»»»Describes the scope of the projectDescribes hydrologic/hydraulic design criteriaSummarizes existing drainage patterns and storm drainage facilitiesPresents drainage basin delineations and acreagesDescribes the new storm drain layout and presents analysis and recommendations forthe new storm drain system» Presents the spread width analysis for the new storm drain system1.2 General Project Location and DescriptionThe North Wallace Avenue Reconstruction and the East Tamarack Street Reconstructionprojects are located in the northeastern portion of the City of Bozeman, Montana.North Wallace Avenue ReconstructionThe North Wallace Avenue Reconstruction project included reconstruction of approximately3,150 feet of the existing North Wallace Avenue between East Lamme Street and the at-graderailroad crossing, north of E. Tamarack St. Seven intersections with cross streets were alsoreconstructed with this project. These include the Wallace intersections with East LammeStreet, East Davis Street, East Fridley Street, East Peach Street, East Cottonwood Street, EastAspen Street and East Tamarack Street. The existing street had intermittent sections of curband curb/gutter. The existing storm drain, water and sanitary sewer systems were alt replacedalong the North Wallace Avenue Reconstruction project area.The project reconstructed the existing street to a width of 33 feet from back of curb to backof curb. New curb and gutter was constructed on both sides of the street. The existing sidewalkswere generally maintained. A new storm water trunk line was installed within the east drivinglane of Wallace Avenue. New inlets were placed at intersections and at intermittent locationsto collect storm water and to maintain storm water gutter spread widths to allowable limits.In general, the existing storm drain trunk line, which is located below the west driving lane,was filled and abandoned in place. Existing storm water inlets, manholes and laterals wereremoved. A replacement water main was installed under the west driving lane for the lengthof the project and the existing sanitary sewer was replaced with a new sewer along thecenterline of the street between East Lamme Street and East Peach Street.All storm water collected along Wallace Avenue south of Tamarack Street was ultimatelyconveyed to the north and then west under East Tamarack Street where it discharges toBozeman Creek. A new storm water treatment structure was installed near the outfall tofacilitate capture of floatabtes, sediment and suspended solids. Tamarack Street discharges into a new retention pond eastof Wallace Avenue.East Tamarack Street ReconstructionThe East Tamarack Street Reconstruction project analysis has been generated after completionof the North Wallace Avenue Reconstruction project. This project will include reconstructionof approximately 520 feet of the existing East Tamarack Street west of North Wallace Avenueand 245 feet of the existing East Tamarack Street east of North Wallace Avenue. The existingstreet has intermittent sections of curb and curb/gutter. An existing storm drain system, waterand sanitary sewer are also in place along the East Tamarack Street Reconstruction projectarea.This project will reconstruct the existing street to a width of 37 feet from back of curb to backof curb. New curb and gutter and sidewalk will be constructed on both sides of the street. Westof North Wallace Avenue, new inlets will be placed in the vertical sag and will tie into theexisting storm drain system (completed with the North Wallace Avenue Reconstruction project).East of North Wallace Avenue, a new storm water main will be installed within the north drivinglane of E. Tamarack Street and new inlets will be placed in the vertical sag. The new stormwater main will tie into the existing storm drain system (completed with the North WallaceAvenue Reconstruction project). In general, the existing storm drain main east of North WallaceAvenue, which is located below the north driving lane, will be removed. The existing watermain will remain in place, and the existing sanitary sewer will be replaced with a new sanitarysewer main.All storm water collected along East Tamarack Street will ultimately tie into the existing system(completed with the North Wallace Avenue Reconstruction project) where it will then beconveyed through the new treatment structure and discharged into Bozeman Creek.2. DESIGN CRITERIAThe design of drainage facilities has been completed in accordance with the City of BozemanDesign Standards and Specifications Policy dated March 2004 (with Addendum No.'s 1 - 6).2.1 Design Runoff FrequencyThe 25-year storm event has been utilized for storm drain sizing and spread width analysis. Themaximum allowable spread width is 9.5 feet. A 2-year storm event was used for design of thenew hydrodynamic separator installed near the outfall to Bozeman Creek. The 10-year, 2-hourstorm was used for the design of the new retention pond.2.2 Pipe Material and SizesCorrugated PVC pipe with smooth interior walls will be utilized for new storm drain laterals andmains. The only exception to the use of PVC is the outfall pipe into Bozeman Creek and theoutfall pipe into the retention pond, where RCP was utilized. A Manning's "n" value of 0.013has been utilized for both PVC and RCP pipe.The minimum storm drain main size will be 15-inches in diameter. Lateral piping from inletswill be 12-inches in diameter.North Wallace Avenue & East Tamarack Street Drainage ReportPage 2 of 7 ^111112.3 Hydrautic/Hydrologic Analysis MethodsAutoDesk Storm and Sanitary Analysis (SSA) software has been utilized to model and size thenew storm drain system piping. The SCS Curve Number Method and a Type I storm were utilizedwithin the modeling software to estimate runoff rates contributing to the individual storm draininlets. The 25-year storm peak runoff rates from SSA have been used in the spread width analysisfor flow within the standard curb and gutter sections. Curve Numbers (CN) utilized within themodel have been based on the extent of impen/ious areas and the estimated vegetationcondition and soils types in pervious areas. A Curve Number of 98 was utilized for all impen/iousareas. Curve Numbers of 74 or 79 have been assumed for vegetated pervious areas, based onthe vegetation condition. A Curve Number of 89 hast been used for gravel areas. The soils withinthe project area appear to generally fall under the Hydrologic Soil Group C classification, andtherefore have a moderately high runoff potential due to slow infiltration rates.3. HYDROLOGIC/HYDRAULIC ANALYSIS3.1 Existing Drainage Facilities and DrainagePatternsJ]1North Wallace Avenue ReconstructionThe previous storm drain system existed within the west side driving lane of Wallace Avenue.The system consisted of RCP pipe ranging in size from 8-inches to 15-inches in diameter, inletsat the street intersections and intermediate manholes. The grade on Wallace Avenue previouslysloped from south to north, and the underlying storm water trunk line was also sloped to thenorth. At the intersection with East Tamarack Street, the storm drain routed flows to the westand discharged through the concrete abutment wall of the bridge over Bozeman Creek. TheNorth Wallace Avenue Reconstruction project only involved replacement of the storm drainbetween East Lamme Street and the railroad crossing north of East Tamarack Street. However,the existing North Wallace Avenue storm drain extends up-gradient and to the south for another1,150 feet to the intersection with East Babcock Street.The drainage areas contributing to the storm drain system have been delineated and depictedon the Drainage Basin Map in Appendix A. The overall contributing area is approximately 47acres in size. The non-street areas contributing flows to the storm drain system are a mix ofresidential and commercial lots. In addition to runoff from Wallace Street, the existing stormdrain collects surface flows from the intersecting west to east running streets. In general, runoffflows from the west to the east toward Wallace Avenue. Therefore, drainage east of WallaceAvenue generally flows to the east away from Wallace Avenue. There is an 8.9 acre subbasinbetween East Cottonwood Street and East Tamarack Street on the east side of Wallace Avenuethat flows to the north into a pair of storm drain inlets at the far east end of East TamarackStreet. These inlets are connected to a storm drain that then carries flows back to the westand into the Wallace Avenue storm drain system. The portion of Wallace Avenue between EastTamarack Street and the railroad tracks previously had no storm water facilities and had nopositive outlet for drainage.East Tamarack Street ReconstructionNorth Wallace Avenue & East Tamarack Street Drainage ReportPage 3 of 7 West of North Wallace Avenue, an existing storm drain system is currently in place, which wascompleted with the North Wallace Avenue Reconstruction project. The system is describedfurther in Section 3.2 of this report. East of North Wallace Avenue, an existing storm drainsystem is currently in place within the north side driving lane of East Tamarack Street. Thesystem consists of PVC pipe ranging in size from 6-inches to 12-inches in diameter with onemanhole and two inlets near the east end of East Tamarack Street. The east system ties intothe newer west system installed with the North Wallace Avenue Reconstruction project.3.2 Proposed Storm Drain Layout, Design andDrainage PatternsNorth Wallace Avenue ReconstructionThe previous drainage patterns along North Wallace Avenue were generally preserved with thereconstruction project. The previous North Wallace Avenue storm drain facilities were aging,appeared to be undersized and were replaced with the reconstruction project between EastLamme Street and East Tamarack Street. The previous manholes, inlets and lateral piping wereremoved, and the trunk lines were filled with flowable fill and abandoned in place to eliminatepotential for future collapsing of pipes. The new storm drain trunk line was installed under theeast side driving lane of North Wallace Avenue to provide ample room for the replacement ofwater and sanitary sewer lines within the west side and center of the street. The trunk line wassloped from south to north between East Lamme Street and East Tamarack Street and thenwest down East Tamarack Street. The new trunk line alignment under East Tamarack Streetgenerally followed the previous storm drain alignment. Therefore, this segment of the previousEast Tamarack Street storm drain was removed. The previous North Wallace Avenue storm drainbetween East Babcock Street and East Lamme Street was Left in place and connected to thenew system at the intersection with East Lamme Street. The existing East Tamarack Streetstorm drain located east of North Wallace Avenue was also reconnected to the new system. Allstorm water south of East Tamarack Street was routed to the new Bozeman Creek outfalllocation (Tamarack Street bridge). A new trunk line and a. pair of inlets was installed north ofEast Tamarack Street to collect water from the area at the north end of the project thatpreviously did not have a positive outlet for drainage. The drainage collected from this northarea was discharged into a new retention pond east of North Wallace Avenue. The retentionpond is described further in Section 4.0 of this report.New inlets were installed at each of the intersections to intercept storm water flows carried inthe new North Wallace Avenue curb and gutter. New storm drain manhole covers werepositioned in the middle of the east driving lane to minimize tracking of vehicle tires over thecovers. Trunk tine sizing ranges from 15-inches to 30-inches in diameter based on the 25-yeardesign storm. Laterals from inlets are 12-inches in diameter.The replacement Bozeman Creek outfall line running under East Tamarack Street was angledtoward the northeast wing wall of the bridge. New RCP was utilized for the final outfall run tothe creek due to the exposed nature of the pipe end. A new hydrodynamic separator systemwas installed in-line with the new outfall trunk line upstream of the discharge into BozemanCreek. The separator provides treatment of storm water prior to discharge. This system isdescribed in further detail in Section 4.0 of this report. The layout of the proposed overallstorm drain system is depicted on the Drainage Basin Map in Appendix A.North Wallace Avenue & East Tamarack Street Drainage ReportPage 4 of 7 •I1111The major contributing basins have been further broken down into sub-basins that contributeflows to each of the individual inlets along the new piping. The AutoDesk Storm and SanitaryAnalysis (SSA) program was utilized to model and size the new systems. The software calculatesthe runoff contributing to each inlet with the SCS Method and then routes the storm waterthrough the piping network. The 25-year peak discharge into Bozeman Creek from the systemwas calculated as approximately 20 cfs. The storm drain design summary and modeling outputare included in Appendix B.East Tamarack Street ReconstructionEast of North Wallace Avenue, the existing drainage patterns will generally be preserved. Theexisting storm drain facilities east of North Wallace Avenue are aging and will be removed andreplaced.West of North Wallace Avenue, a new sag will be constructed in the vertical alignment requiringthe addition of 2 inlets. The existing storm drain facilities west of North Wallace Avenue arenew as part of the North Wallace Avenue Reconstruction project and will remain in place. Thenew inlets will be tied into this new, existing system.The layout of the proposed overall storm drain system is depicted on the Drainage Basin Map inAppendix A. The storm drain design summary and modeling output are included in AppendixB.3.3 Inlet Design and Spread Width AnalysisStandard City of Bozeman inlets will be utilized in the curb flow lines (Standard Drawing No.02720-1A). Sumps with a depth of 18-inches will be included in all new inlets and manholes forsediment collection.A spread width analysis based on a 25-year storm event has been performed along the projectcorridor to ensure that the proposed storm inlets are adequately spaced to maintain gutter flowwidths to no more than 9.5 feet, as required by the City of Bozeman design standards. The peakflows contributing to each inlet have generally been calculated with the SCS Method within theSSA program.In addition to the spread width considerations, inlet spacing was a function of sag locations andintercepting drainage prior to roadway intersections and ADA ramp locations. The spread widthanalysis spreadsheets are included in Appendix C.4. STORM WATER TREATMENT4.1 Hydrodynamic SeparatorA new hydrodynamic separator was installed within East Tamarack Street near the storm drainoutfall to Bozeman Creek. The separator size selected was based on removal of at least 80% ofcoarse (106 micron-mean size) and 50% of fine (50 micron-mean size) Total Suspended Solids(TSS) for a 2-year storm event flow rate of 7 cfs.The hydrodynamic separator consists of a 96-inch diameter concrete manhole with internaltreatment components and a tangential inlet to induce a vortex flow. The internal baffle systemin the treatment structure facilitates the capture and storage of settleable solids in a chamberNorth Wallace Avenue & East Tamarack Street Drainage ReportPage 5 of 7 isolated from the treatment flow path. In addition, the unit captures free floating debris andoil. If storm water flows exceed the treatment capacity of the separator, a portion of flowgreater than the treatment capacity is directed around the treatment chamber and over aninternal bypass weir.The hydrodynamic separator requires long term maintenance to ensure the unit is in workingorder. The pond is located east of North Wallace Avenue at the dischargelocation of the new inlets. The pond was analyzed based on the 10-year, 2-hour storm followingthe City of Bozeman Design Standards. The existing conditions of the pond site do not allow fora pond sized to meet volume criteria. Therefore, the pond was sized to optimize the volume tothe extent possible and a new dry well was included in the east end of the pond to aidinfiltration.
