The scanning work will be completed by a local vendor F-11 Photo&Print Refinery who specializes in archival level scanning projects.F-11 Photo has provided a quote of$2,400 to complete the scanning project. Printed On:24 January 2019 2019 Montana History Foundation Application 2 Phillipe Gonzalez City of Bozeman Organization/Applicant Information* (Describe the organization's history,mission,purposes,goals,programs,activities,accomplishments;the target audience,what your organization's qualifications are to do the project,etc.) The City of Bozeman Community Development office has operated a historic preservation program since the early 1980s.The mission of the Bozeman Historic Preservation program is to,"stimulate the restoration and rehabilitation of structures,and all other elements contributing to the character and fabric of established residential neighborhoods and commercial areas"as defined in city code.Over the course of the past few decades the City of Bozeman has made a commitment to protect significant historic resources within the community to enhance the livability and relationship between the past for residents. In the past few years Community Development has utilized GIS and other digital programs to create opportunities for the public to engage with Bozeman's historic resources.Most recently a GIS Architecture Inventory map was created to allow property owners to access Historic Property Record cards online and a digital walking tour of the cities land-marked properties.Building upon the success of these digital features Community Development is committed to bringing additional resources to public access. The Historic Photo Negative Scanning project seeks to scan and make publicly available 3,500 individual photo negatives of properties within the historic core of the city.The resulting digital files will be uploaded to an existing GIS Historic Architecture map becoming available for the first time to the general public and anyone interested in the historic built environment of Bozeman. The collection of negatives that will be scanned are part of a large scale architectural survey complete in Bozeman in 1983/84.This survey was the genesis of the Bozeman Historic Preservation program and lead to the creation of 9 historic districts and 45 individually listed properties on the National Register of Historic Places. The survey created individual paper property cards for each property that was surveyed:approximately 2,500 in total.These property cards detail the property's historic significance and existing condition. Additionally,a determination of"eligible"or"non-eligible"is listed to determine a properties potential historic status.These paper property cards are used on an almost daily use in the Community Development office. For decades these historic property cards were kept behind the counter and only available by request to the public.This past spring with the help of the City's GIS department an online map was created to host the property cards giving property owners,realtors and anyone interested in the access.You can view the map here:https://www.bozeman.net/government/community-development/historic-preservation The existing 1983/84 property cards had a small print of the photo that was taken.At one point these cards were photocopied with much of the quality of the photos deteriorating over time.These photo images are important to the planning review for rehabilitation within our historic core,being able to track changes to a structure over time can help make decisions about appropriate measures to a property to maintain its historic status. Printed On:24 January 2019 2019 Montana History Foundation Application 3 Phillipe Gonzalez City of Bozeman Our grant submission seeks funding to scan all photo negatives from the initial 1983/84 survey,organize them by address and upload them alongside existing property cards on the GIS map.This would assist planning staff on evaluating properties for appropriate rehabilitation and serve the general community by giving more access to the historic information of Bozeman's historic resources.A sample of 3 historic property cards and scanned negatives by F-11 Photo have been included to illustrate the need for the success of this project. The historic significance of this photo negative collection is immeasurable as it serves as an almost intact record of the City of Bozeman's built environment in 1983-84.As the city of Bozeman continues to see explosive growth new residents will become interested in the architectural history of the city.Making available digitized negatives will provide a public access to these resources that would have been impossible just a few years ago. Project Methods* (Describe who will perform the work and their credentials;the timeline and sequence of the work that will be accomplished; how the work will be accomplished;etc.) In order to complete the Historic Photo Negative Scanning Project local vendor F-11 Photo&The Print Refinery will be contracted to complete the bulk scanning and file organizing effort.F-11 has provided a sample of scanned negatives which are attached to this application illustrating the quality in comparison to existing property cards. F-11 Photo specializes in archival photo scanning and is utilized by various organizations such as Montana State University and the Gallatin History Museum for professional archiving and restoration services.The requested amount for this grant is a quote provided by the vendor for a bulk scanning. Images will be scanned at an archival standard,specifically files will result as a Tiff file scanned at 2000 DPI,a pixel dimension of 2710x1800,megapixel resolution 4.9,and a file size of 14mb.This level of scanning is an industry standard and will prove adequate for the needs of both Community Development staff and the public interested in Bozeman's historic resources.A photo of the negative photo collection is included with this application. The additional work to upload and georeferenced all of the scanned images to the existing Historic Architecture map will be completed by Community Development staff.This will involve locating all photos on an existing map and uploading images into existing file folders within Laserfiche,a digital records storage where the city currently manages all permanent records. Total estimated time for completion is 3 months after funds have been awarded. Project Sustainability* (Describe future plans for this project after the grant work is accomplished; how this project will benefit the community after the work is accomplished;how or if work will continue on this project after the grant period is over;etc.) The Historic Photo Negative Scanning Project is an addition to the larger Bozeman Historic Architecture Inventory Map.Over time as structures are built,demolished and properties redeveloped the architectural map illustrates spatially these structures with survey information,historical background information and the historic significance of the property. The success of the photo project and GIS map will realized as the digital application is used in the planning process regularly to make determinations about potential development or alterations to properties. Serving as a multi-use digital application,serving those interested in local history and municipal planning needs,the Inventory Map will be continually maintained and invested in.Currently the Inventory map is maintained by city staff will continue to be. This detached one-and-one-half story single family residence has an irregular plan with an enclosed front porch and ornate wood front door on an asymmetrical facade. Windows are 1/1 double-hung with stained-glass transoms with carved wood brackets over them, and a stained glass windowsin front and on the upper level. The frame construction is finished in brick coursing and rests on an uncoursed rubble stone and cut stone foundation. The gable roof is covered with cedar shingles and features dormers and a brick chimney on the outside with corbeled cap, and well as two interior brick chimneys. The front porch was constructed of brick of a different appears , likely a later addition. Outbuildings include a two-car, newly constructed garage. The house is con- strutted in the Queen Anne Cottage Style. iISTORICAL SIGNIFICANCE: Justify how the persons,important events,and/or historical patterns associated with the structure/site and surrounding area lend the property significance. This property is significant because the residence is associated with a person important to Bozeman history; William A. Tudor. Tudor, a dentist, moved to Bozeman from Lexington in 1888 and had this house built for him. Before his marriage in 1891, he had the house renovated, installing a hot air furnace. In 1904, the Tudors built another home at 805 South Third. Significance: This structure is potentially eligible for the National Register because of its historical associations and because of its architectural signi- ficance. INTEGRITY: Assess the degree to which the structure/site,and surrounding area accurately convey the historical associations of the property. The historic integrity of this property has been retained due to the survival of original design and materials and continuity of use, setting and location. Willson This house, a one-and-one-half story red brick structure, was built before 189r It has a bay window on the southeast corner. The tall narrow double-hung wood wind6 have stained glass transom lights . The roof has numerous gables and planes. the State Legislature in 1884, a member of the college board, and president of the Farmers ' Canal Company which owned and operated the largest irrigating canal in the county. After Robinson's death in this house in 1916 some of the subsequent owners were Dr. J. A. Piedalue, Floyd L. Dye (who established F. L. Dye, Inc. , a plumbing and heating service) , and Rhea Stitt (agronomist with the Montana Experiment Statio,, 13. 613 S. Willson The exact date of construction of this house is not known, but predates 1890. In 1892 Dr. W, A. Tudor was living here. By 1900 the owner .wras John M. Robinson. Robinson had come to Montana from Tennessee after serving in the Confederate army and finally surrendering to General Grant at Vicksburg in 1863. He was paroled and came to Montana in 1865, first mining in Virginia City and then homesteading in + Bozeman. In farming, in mining, and in other activities he was very successful . This detached two-and-one half story commercial building is a concrete structure which has elements of the Art Deco style of architecture, such as the linear and hard edges of the building and the vertical emphasis of the windows and entrance. This detached two-and-one-half story double-family residence has a square plan with an enclosed gable-roofed second story sun roots above an enclosed hip-roofed front porch. The facade is asymmetrical and consists of an off-center front entrance with 4/4 double-hung windows and a pair of 16/1 double-hung windows in the gable ends. The frame construction', is finished in board and batten and rests on a sandstone foundation. The multi-gabled roof is covered with grey asphalt shingles and features a decorative'-semi-circular roof-peice at the gable corner and decorative returning eaves. There is a central brick chimney. Outbuildings include a barn and a carriage house. This property is significant because the residence is associated with a person important to Bozeman history, John S. Mendenhall. Born in 1835 in Indiana, Mendenhall came west and settled in Bozeman 1864 and formed in the Gallatin Valley. In 1868, he set up a general mercantile store with Achilles Lamme, at the present 27 East Main. The Mendenhall family lived in this house for nearly 50 years. DeHaas, 1978 I 10. 521 S. Willson -- Mendenhall House On the southwest corner of the block at the intersection of S. Willson and W. ~Dickerson stands a large two-and-a-half-story frame building erected in 1886. The plans came from D. S. Hopkins , architect, of Grand Rapids, Michigan. The building has numerous steep gables and a projecting bay two stories in height on the south facade. A one story angular bay window is located on the southeast corner of the building. To the north of it is the porch, once probably open but now enclosed. Above the porch there is a gable projection above a space that also was probably an open balcony but is now enclosed. This space has a large flattened or segmental arch topped by a decorative carved wood moulding. This motif occurs elsewhere on the building also. The house is raised on a stone foundation. Mendenhall , one of the 1804 settlers Bozeman. The plans came from D. S. Hopkins, architect:, from Grand Rapids, Michigan who published plans books of house and cottage designs .. Bozeman's historic properties constitute the backbone of the city's cultural legacy—its community identity and unique sense of place are focused upon the historic architecture and heritage embodied in Bozeman's cherished built environment.The survey conducted in 1983-1984 is an important resource,and the photographs therein provide a critical baseline of information about the city's architectural and historic legacy. This scanning project will not only provide the local historic preservation program with high-quality images to use to further the program's goals, but also provide a stable,accessible archive that will benefit scholars,property owners,and the general public. Originally established in 1987, it has been more than thirty years since the city's historic infrastructure was surveyed in a comprehensive way. Those three decades have witnessed tremendous change across the city,as the municipality has adapted to growth while embracing its heritage as an important asset.The time has come to take stock again of the city's historic properties,recognize those that have gained significance since the original survey,and better understand the integrity of properties.The proposed scanning project will inform both city planners and the public.The project will celebrate and convey Bozeman's significant and rich heritage, and offer access to a critical collection of beautiful photographs. Support from the Montana History Foundation is vital to this project. For decades,the Montana State Historic Preservation Office(MT SHPO)has been proud to work closely with the City of Bozeman to preserve its tremendous cultural places.During that time,the city's dedication to identifying and celebrating its cultural legacy and commitment to retaining and showcasing its historic architecture has been inspiring. I have visited with Phillipe Gonzalez,the project lead, about this project and believe the project will result in an excellent online resource. The GIS map is currently available online and links the user to the property cards that describe the historic building/property. The photos scanned as part of the project will be added to the links,so the user can also see an image of the historic building described on the card. Phillipe has shared a few images with me and they are beautiful full-resolution, high-quality photos.They will make a great addition to the existing map. It is my hope that the images will also be added to the Montana Memory Project with some of the information from the property cards in the metadata.The buildings do a wonderful job of telling the story of the development of the city of Bozeman. The buildings are both residential structures and businesses,so the images embody both the housing and business history of the community. This project fully embodies the mission of the MMP by digitally recording and sharing Montana citizen's oral histories.The State Library fully supports the efforts of the City of Bozeman,Community Development Office as they seek funding to pay for the Bozeman Historic Preservation Project.
