Project Location: The property is located on Manley Road due north of the East
Gallatin Recreation Area, Bozeman, MT 59715.
Project Description: A PUD and Subdivision pre-application to allow a mixed
residential and commercial development with relaxations to zoning regulations
requested for park frontage, street design and a request for concurrent construction
including the subdivision of one parcel into twenty single household lots, one
commercial lot, one common open space lot, one City Park lot and associated street
and alley is proposed. For review purposes the applicant assumes REMU,
Residential Emphasis Mixed Use zoning. The subdivision development of twenty
single household lots triggers the City of Bozeman's Affordable Housing Ordinance
(AHO) 38.380 in the Unified Development Code.
The applicant is requesting an Alternative Means of Compliance with the AHO in the
form of Cash-in-Lieu payment.
1. The current Cash-in-Lieu Rates are:
a. $97,889 per 3/+ bedroom dwelling unit
b. $55,453 per 1-2 bedroom dwelling unit
2. The Bridger Vale subdivision is being built out in 1-phase. The total number
of dwelling units that are being built is 20. Based off of the requirements of
the affordable housing ordinance, 2 affordable units are required.
a. 2 total units at$97,889 per unit = $195,778
3. The applicant has requested to do a staged delivery of the cash-in-lieu
payment in the amount of 1/20th of the total or$9,788.90 at the time of
request for certificate of occupancy for each of the market-rate dwelling
units.
Recommendation: Based off of the submitted request for alternative means of
compliance in the form of cash-in-lieu,the Affordable Housing Program Manager
recommends approval of the Affordable Housing Plan.
