SUBJECT: Gallatin County System Upgrade Phase I – Project Acceptance
MEETING DATE: March 4, 2019

RECOMMENDATION: Authorize the City Manager to sign the final project acceptance
document for the City of Bozeman’s concurrence with Gallatin County’s final project acceptance
of the Gallatin County System Upgrade Phase I for the 800 MHz system by Motorola.
BACKGROUND: In June 2017, the City of Bozeman entered into an Inter-Local Agreement
with Gallatin County for an 800 MHz Radio System for the Police and Fire Departments.
Gallatin County entered into a contract with Motorola for the purchase and installation of the 800
MHz system including the purchase of subscriber units (handheld and mobile radios) for Police
and Fire with the city reimbursing the county for the subscriber units in FY19 and FY20. This is
scheduled in the capital improvement plan.
Beginning in 2017, and continuing into 2018, Gallatin County and Motorola designed and
installed the 800 MHz radio site, programmed and tested the system and subscriber units and
also provided training for system users. Numerous benchmarks were established and achieved
including installation of the site and subscriber units, a Coverage Acceptance Test Plan (CATP),
and a 30 day Operational Burn-in Test that was conducted to test the functionality of the system
and that all of the project deliverables had been met by Motorola.
The purpose of this memorandum is to request the City Commission authorize the city manager
to sign the final project acceptance document on behalf of the City.
FISCAL EFFECTS: Costs for the subscriber units for Police and Fire are already budgeted in
the capital improvement plan for FY19 and FY20 and are detailed in the Inter-Local Agreement
with Gallatin County.
ALTERNATIVES: As suggested by the City Commission.
