SUBJECT: Construction Agreement with Lutey Construction for the remodel of the
Streamline Bus waiting area into offices for the Parking Division and a
smaller indoor waiting area and public restroom for Streamline.

RECOMMENDATION: Ratify City Manager’s signature on the Construction Agreement
with Lutey Construction for the remodel of the former Streamline
waiting area in the Bridger Park Parking Garage..
BACKGROUND: The City constructed the Bridger Park Parking Garage in 2009. An important
part of the project was the addition of retail condominium spaces along three sides of the garage
which allowed private investment in the project and brought mixed use and occupancy to the
structure. The City owns one condominium unit which has been used by HRDC as a waiting area
and public restrooms for bus patrons at the Streamline Transfer Station since 2009. HRDC has
been responsible for maintenance and upkeep of the waiting area and Transfer Station.
Over the years, the waiting area has been subjected to vandalism and other types of undesirable
activity. Last year, police calls to the waiting area for criminal complaints reached a level that the
Police Department closed the waiting area on President’s Day and strongly recommended it not
be reopened until a plan for security could be implemented.
Since that time, we have explored various options to increase security and safety at the site. We
believe the best plan is to relocate the Parking Enforcement Division from the Stiff Professional
Building to the remodeled space. This will accomplish three important things;
1. It will provide a parking staff presence at the garage which is our busiest public parking
asset;
2. Having the Parking Division staff on-site will allow more oversight of the smaller waiting
area and public restroom; and,
3. It will free up critical space in the Stiff Professional Building for additional employees
authorized in this year’s budget but not yet hired due to space constraints.
