Res 5023, Adding a Representative of HRDC as Ex-Officio Member of CAHAB1 Commission Memorandum REPORT TO: Mayor and City Commission FROM: Chuck Winn, Assistant City Manager SUBJECT: Commission Resolution 5023 adding a representative of the Human Resource Development Council District IV, Inc. (HRDC) as Ex-officio member of the Community Affordable Housing Advisory Board (CAHAB). MEETING DATE: February 25, 2019 AGENDA ITEM TYPE: Consent RECOMMENDATION: That the City Commission adopt Resolution 5023 to revise the structure of CAHAB to add a representative of HRDC as an ex-officio member. STRATEGIC PLAN IMPLMEMENTATION: This action aligns with Vision Statement 4. A Well-Planned City, 4.5 Housing and Transportation Choices b) Develop a Comprehensive Affordable Housing Action Plan that includes, but is not limited to: 1. Mandates the creation of affordable housing across all dwelling unit types. 2. Provides prescribed flexibility in the manner in which the mandate can be accomplished. 3. Provides a substantial, broad-based and reliable source of funding for the construction of affordable housing and for affordable housing loans. 4. Actively encourages Bozeman’s major employers to develop workforce housing programs for their employees. BACKGROUND: On August 13, 2018, the City Commission adopted Resolution 4948 which revised the structure and purpose of the CAHAB to better align with the duties and responsibilities of the newly-hired Affordable Housing Program Manager. One of the changes made was to remove the HRDC as a voting member. This change was made due to the unique fiscal and contractual relationships between the HRDC and City of Bozeman and the desire to eliminate any real or perceived conflicts of interest during funding and budgeting discussions. Since that time, CAHAB, the City Commission Liaison, and staff have been exploring options that would allow the HRDC to participate in CAHAB business and share their considerable knowledge and expertise in the field of affordable housing and policy development. We believe including an HRDC representative as ex-officio member of the CAHAB will allow their formal participation and eliminate any perceived or real conflicts. Attachment A: Resolution 5023 Report compiled on February 11, 2019 149 RESOLUTION NO. 5023 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, REVISING THE PURPOSE AND STRUCTURE OF THE COMMUNITY AFFORDABLE HOUSING ADVISORY BOARD TO ADD A REPRESENTATIVE OF THE HUMAN RESOURCE DEVELOPMENT COUNCIL DISTRICT IX, INC. AS EX- OFFICO MEMBER WHEREAS, the City of Bozeman has created a Community Affordable Housing Advisory Board (CAHAB) to aid in administration of the City’s Affordable Housing Program; and WHEREAS, the Bozeman City Commission adopted Resolution 4948 establishing membership and purposes of the CAHAB; and WHEREAS, the Bozeman City Commission desires to add a duly appointed representative of the Human Resource Development Council District IX, Inc. (HRDC) as an ex-officio member of the CAHAB. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 – HRDC Representative Ex-Officio to CAHAB That a representative of HRDC nominated by the HRDC’s Board of Director or by HRDC’s Chief Executive Officer and confirmed by the Bozeman City Commission shall serve a term of three (3) years as ex-officio member of the CAHAB. The HRDC ex-officio position shall 150 be a non-voting member of CAHAB but be entitled to participate in deliberations and discussion. The HRDC ex-officio position shall be subject to the State and City code of ethics as all other CAHAB members. The HRDC ex-officio member cannot be appointed chair or vice chairperson. The HRDC ex-officio position shall not be counted in the number of members required to constitute a quorum.
