Appointments to the MURBCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Midtown Urban Renewal Board (MURB) MEETING DATE: February 25, 2019 MEETING TYPE: Action RECOMMENDED MOTIONS: I move to appoint up to two members to the Midtown Urban Renewal Board to the following positions and terms: One voting member appointed by the Mayor, with a term ending January 31, 2023, and/or One non-voting member appointed by the City Commission, with a term ending January 31, 2023. BACKGROUND: The Midtown Urban Renewal Board currently has two vacant positions. One term renewal and one new application have been received for the following positions: 1. One voting member appointed by the Mayor, term expiring January 31, 2023. 2. One non-voting member appointed by the City Commission, expiring January 31, 2023. In 2006 with Ordinance 1685, The Commission adopted an urban renewal plan to act as a policy guide for the North Seventh corridor and adjacent properties, and created the North Seventh Avenue Urban Renewal District, and the North Seventh Urban Renewal Board (NSURB) to implement this plan. In 2015 with Ordinance 1925, the North Seventh Avenue urban district was created and the Bozeman Midtown Urban Renewal District Plan adopted. The NSURB was renamed the Bozeman Midtown Urban Renewal Board (MURB) for the implementation and administration of the Bozeman Midtown urban renewal district. Individuals appointed to the MURB shall have a demonstrated interest in the District or adjacent neighborhoods. Pursuant to MCA S 7-15-4234, the mayor, by and with the advice and consent of the City Commission, shall appoint the MURB, which shall consist of five voting members. Each appointment shall be for 4 years. 223 (3) Any person may be appointed as voting members if they reside within the municipality. The preferred composition of the MURB would include two residents of the District, two business owners in the District, and one member at large. (4) A voting member may be removed for inefficiency, neglect of duty, or misconduct in office. (5) The appointment of voting members shall be ratified annually by the City Commission. A majority of the voting members shall not hold any other public office under the municipality other than their membership or office with respect to the MURB. In addition to the five voting members, the MURB shall be composed of a non-voting membership of not more than four individuals, appointed to 4 year terms. These individuals must possess demonstrated interest in the district, specific expertise or other qualifications necessary to help implement the plan. This board currently has two vacancies. My interest in the MURB is that I live near 5th and Villard and the church that I pastor (bozemanchurch.com) is at 324 N. 5th Street. I'm right in the middle of midtown, my kids go to Whittier, we frequent several of the businesses along 7th, and this is the immediate community of our church. My only relevant experience is working for two non-profits in Michigan: Home Repair Services, which serves as a one-stop-shop for many areas of service to low-income home owners; and the Micah Center, a social justice think tank concerned, among other things, with urban development and affordable housing. In addition to being a pastor, I am also working my dissertation, broadly in the field of Ethics, but more narrowly focused on getting two divergent groups involved together in dialogue and cooperation; an area that might be of use in the discussions of the MURB.
