1. Call to Order, Introductions and New Business. 46
Ralph Zimmer, PTS Committee Chair, called the meeting to order at 12:00 PM and 47
introductions of attendees were made. 48 49

Ralph offered the opportunity to provide comments on the agenda. None were made. 51
52 3. Public Comment. None 53 4. Minutes. 54 Hard copies of the minutes of the September 12th meeting were distributed at this meeting. 55
Electronic copies had been sent out. Tom Foster moved to approve minutes and seconded by 56
Tony. Minutes approved. 57 58
5. Report on Results of Previous Actions & Consideration of Follow-Up Action. 59 Ralph called on Levi, comments on design standards the county was working on- will not be 60
publically released until county attorney reviews; Levi commented by the end of the week an 61
email will be sent out for comments- There will be a couple public meetings in the near future 62 open up for comment.. Ralph asked to be notified of those meetings. 63

6. County Commission, City Commission, and School Board Member Reports. 65
Terry Cunningham – no comment at this time. 66

7. Liaison Law Enforcement Officer Reports- 68 Travis Munter reached out to media, bus stop safety and pedestrian safety regarding slick 69
roadways and sidewalks. STEP grant approved, using for traffic enforcement around the city. 70
Sheriff Gootkin, citizen that lives on Durstan west of North 19th has concerns regarding 71
crashes. Ralph encourages the citizen to connect with Ralph regarding the concerns; 72 73
8. Reports from non-voting members- (city, county & schools)- 74 a. John, wrapping up with leaf pickup, you can still bring leaves next Saturday. Busy with 75
sanding at the moment however not much plowing. 76
b. Levi reported on petition for school zone reduction near Mount Ellis Academy. A speed limit 77 number was not requested at this time collecting speed data. 78

9. Reports from related groups (BABAB, TCC, GVLT, Safer Bozeman, GAP, etc.) 81
a. Matt reported 800 volunteers doing trail work- finished painted hills gap trail- Bridger ski 82 foundation grooming up highland and sunset. 83
b. BABAB Linda; Mariliee- BABAB was going to write a letter and hoping PTS would 84
endorse –Safer Bozeman. 85
c. Marilee- GAP hoping to move forward with a section of the pathway planning on the 86
section that would be a good choice to start – build app is for a planning grant- federal grant 87 through the county- get planning done for the pathway along frontage road- primarily for a 88
separated shared use path along the frontage road- TCC meeting; none 89

10. Consideration of Transportation Impacts of Proposed Downtown Bozeman Plan 91
Chris- Downtown Bozeman improvement plan update- update over 2k public comments- 92 Phase 3 refine and report- more than main street and mobility- Reinforce downtown as the 93
city center through new buildings of urban density, protect the character of downtown- 94
Downtown is an active district that provides a walk able network, more than just main 95
street- focus on north and south corridors, Grand, Rouse, Black and Main. 96
Downtown is going to be apart of a thriving Bozeman culture that creates connections 97 within downtown. 98
Need to rethink downtown parking- 99
Calm traffic for safety, walking biking and driving east, west bike connections, let all 100
streets work together. 101 Convert Main to 3 lanes with diagonal parking. 102
Improve westbound – add eastbound bike lane sharrow to Babcock and Mendenhall 103
Community reports challenges with left turns, center used for stock piling snow during the 104
winter- need to turn left on main street major concern 105
Potential for 120 more parking spaces with back-in angle parking. 106 Mendenhall street: make sharrow safer- widen parking lanes, narrowing driving lanes- mark 107
bike zone in one lane, explore additional signal at black or other downtown intersection – 108
Babcock - sharrow with traffic calming, narrowing traffic lanes widening parking lanes, work 109
to lower speeds to reduce bike car conflict- two way separated bike lane; one way street- 110
A lot of attention pedestrian friendly, walking,- 111 Babcock Mendenhall two way traffic- not recommending two-way traffic, there will be 112
narrative addressing the traffic flow- 113
Marilee is concerned about the truck traffic- (semi truck traffic)- also the 15’ for diagonal 114
vehicles- Chris commented, they are looking at all issues regarding vehicle over hang. 115
Chris reported large trucks traveling through main street- trying to get truck route redesigned- 116 education programs with trucking companies- the study clearly shows not the most efficient 117
route- so far no modeling has been done- 118

Turning lane improves traffic flow and creates space for snow storage 120
Main street reducing to one lane, designated left turn, diagonal parking- back in diagonal 121 parking instead of nose in- already set up for back in diagonal as its parallel parking now- 122
safety reason doors open to sidewalk- potential problem with backing into trees, trash cans- 123
Working with GIS surface parking destination. Ride sharing will be addressed- Marilee – 124
BABAB would love to see sharrows go all the way to the high school, safe route to school- 125
needs to be extended all the way to 11th- 126 Full plan will be released first of the year along with time for public comment- 127 PTS: If plan is adopted needs to be additional study and analysis – before any final action is 128
taken- 129

131 132 11. Consideration of Nelson Meadows Industrial Subdivision Preliminary Plat 133 Application 134
Bozeman Planning, annexed by the city- Frontage road and Nelson road are of concern- 135
developer has submitted prelim app for the Nelson Meadows Industrial subdivision. 136 137 Tom Rogers-planner community development department- general outline- improvements 138
that are being proposed – prelim plat- first official review process- subdivide 68 acres, 27 139
industrial lots, open space and storm water, zoned M-1 light industrial – Frontage road is 140
managed by MDT- functions also with an easement for railroad property. Nelson road is a 141 collector street- improving the west side of nelson road- two internal streets- associated 142 wetlands – proposed trail system- 143
Trail adjacent to frontage road – two separate block separation, require concrete sidewalks. 144

Ralph- comments- the subdivision we are talking about does it cover the entire annexed land? 146 (the answer was yes) 147
Matt- the trail that parallels the frontage road is a 10’ wide asphalt trail in is in a 25’ 148
easement- 149
150 Danielle – timing of improvements- dictated by state process and city code- 3 years from 151
prelim plat- to final – must be installed, streets, sidewalks, water and sewer within the 3 year 152
period, once city commission approves- all improvements will be finished within a year- 153
Will be geometric changes to the intersection nelson and frontage- 154
Will there be a connected path with MDT and spur- MDT is making improvement to Valley 155 Center Spur where it connects to Nelson road- maybe in connection on north east of 156

Marilee asked if there would be room for bike lanes? Consideration wide enough for bikes 159
and traffic? Developers are required to develop local street standard – will work with MDT – 160 161
Danielle asked if this would trigger MDT to construct the pathway that’s adjacent to frontage 162
road to the east? The responsibility would be MDT- 163
The cost of building 10’ pathway incurred by the developer- 164
Connecting the west end of pathway with intersection of Valley Center/ Spur- 165 Should PTS recommend? There is a need for the connection – connect this trail to the 166
intersection – Ralph asked if this committee wants to take any actions regarding this 167
application? Danielle asked if there is any way to support this application – 168

Developer says Traffic studies show dangerous to connect valley center/ spur to path- 170 MDT has informed there is insuffient space to allow for bike and pedestrian- 171

Ralph- 10’ wide pathway from Nelson Rd west, will the developer legally obligated to build 173
pathway pave road way all at once nelson road to west end of subdivision, within 1 year of 174
final plat approval. Will not be connecting the pathway to the valley center spur- committee 175 will be carrying that concern to the city commission- 176
