Trying to forgive out what is affordable is difficult if not impossible.
Montana state has spent considerable amount of time, energy, resourcing figure this out.
The way I understand it is prevailing wage schedules should be a barometer for affordability.

Minimum wage needs to addressed on a federal level and has been needed for decades.
To ask the COB council, staff to figure this out is asking a lot and wonder if our finite resources could be
better spent else where.
