From what I have heard and seen only level 1 and 2 improvements on North 7 corridor, because level 3 triggers site plan, infrastructure costs, hence the waiting, years, for TIF funds to cover infrastructure costs. Aspen Crossing is the only property that has taken on level 3, in line with city of Bozeman growth policy, needs to be meet with Capital improvement funds to promote growth in this area. Meet the developer halfway! This is where COB wants development, incentives developer; special improvement district, earmark Capital Improvement funds or TIF funds for infrastructure.
