Williams Plumbing & Heating would like to re-route the 12" DEW line from the CUlTent
alignment running east to the existing capped line located on the south east side of the
clarifier. The eleyations were varified this afternoon to insure that the encasement
would be below the foundation wall. It was determined that the top of encasement
would be 2" below the bottom of foundation wall.
Changing this alignment would proyide the owner with a cost sayings of $3700.
Answer:
The proposed re-routing of the 12" DEW line is acceptable. Horizontal and vertical
layout of the piping is the responsibility of Williams Plumbing & Heating, Inc., and
shall be approved by Morrison-Maierle, Ine.'s Resident Project Representative

REMARKS:
Kevin: Attached is our review of the Tom's Flooring proposed costs adjustments for 1) Cost
deduct for Substitution of Rubber Base in lieu of Cove Base, 2) Cost deduct for elimination of
existing flooring removal, and 3) Cost increase for adding flooring of the Lab Area (-240SF). The
subcontractors quote for the above appears to propose an unapprovable 139% price "rebid" of the
original work and a 232% unit price increase for the requested additional work. The quote also
provides no discernable bid deduct for items Nos. 1 & 2 above. Our attached review provides a
clear and proposed cost adjustment based on the pricing data available. Let me know if you have

The. price I gave to Craig for installation of the Air Mass Flow Meters was $6,000. This
includes installation by williams a.nd Service Electric. lAC will supply the a.na.log input
card, "lire the new card to terminal blocks in LCP300, and change th~ documentation to
reflect the new card. The brcnka~t I used was as follows:
Service Electric - $2500 (Curtis and I ba.ll parlced two guys two days, this figure includes
markup for lAC which should belong to Williams if it all runs through you) .
Williams - $500 (Owen estimated four hours to install, I doubled it to eight) "
lAC - $3000 (Includes the analog card, d.ocuJ;lIe:o.tation, and. wiring inside our panel) .

As discussed at our 1/19/05 Project Meeting, the City has authorized WPH to proceed with the following
additional controls work:
1. Install five Owner-provided Mass Air Flow Meters in the Aeration piping including blower inlet pipe
(1) and blower basin discharge pipes (4). On December 20,04 lAC provide a cost quote of $6,000 +
-15% for the work which includes installation of the meters in the air piping, power and wiring from the
meters into L.P. 300, a new isolated analog input card, installation of terminal blocks and LPC wiring,
documentation of the wiring changes on the LCP wiring diagrams, training, and instrumentation startup
and commissioning.
2. Provide the following additional Controls work:
A. Provide motor faults for the following equipment.
1) Control Bldg (LCP 4-1, 800, MCC): - Digester Mixers (4)
- Chlorine Booster Pump
2) Gravity Thickener (LCP 5-1): - Clarifier Drive #3
- Scum Pump #3
- Primary Sludge Pumps #1, 2, & 3
3) Lift #2 (LCP 600): - Chlorine Sample Pump
- Contact Basin S02 Mixer
- (Note: VFD Faults (2) required per Original Contract)
4) Blower Bldg.: - Screw pumps Lube Pumps (3)
B. Pretreatment Bid.: Connect influent Composite Sampler flow pacing through LCP 100 - Wire
and provide analog card. ~,
C. Blower Bldg. (LCP 300): Tie-in aeration basins temperature signals to SCADA.
D. Control Bldg.: Tie-in and program new Digester mixers (4) Low Oil Pressure sensors to the
LCP.
WPH will need to provide final cost quote data on all the above work as soon as possible. Please

On another matteY-o I questioned Craig a,bout lAC not getting paJ.d" I told him that
williams had told me that the reason tile were not getting paj.d was because MM had. not
released payment. Craig responded that the reason was that williams had not supplied
p:cicing to MM. I don't know what the real story is but we have quite a bit of money
hanging out there for change orders and oompleted work that ~e need to get in the books.
I would appreciate if you could discuss with Craig ~n~ spp ~,~ YOD ~liYf ~2n g~~ ~~ ~~~ S~~~
page and get this thing resolved.

amount was agreed upon due to the flexibility of the plant staff and Morrison Maierle

Tom;
The Owner desires to have installed one weather-proof pushbutton switch in the LCP1 00 door which will
be used to reset the PLC in LCP100 if needed. This will eliminate any need to open the panel door to reset
the PLC. The push button shall be wired to the PLC power supply and any time it is pushed, it will break
the PLC power supply circuit. Also, it should be the same as the horn reset button shown on the rrojec!
drawings.
Please provide a cost proposal for this additional work. Thank you.

Boyd,
I discussed the LCP100 issue with Tom Adams today. His concernwas that he will have to go frequently to reset
the PLC in LCP100, even in bad weather. Thus, he wanted LCP100 installed in the Headworks building. I
explained to him that the possibility to reset the PLC is very low and that should never happen. Also, I explained
that any PLC programming for the PLC in LCP100 can be (and will be) done from the SCADA computer.
However, we decided to install one pushbutton at the LCP100 door which will be used to reset the PLC in
LCP100 if needed. This will eliminate any need to open the panel door to reset the PLC, The contractor should
provide us with the cost for this change. The push button shall be wired to the PLC power supply and any time it
is pushed, it will break the PLC power supply circuit. Also, it should be same as the horn reset button shown on
our drawings.
Also, I explained to him that I plan to have a SCADA screen which will show the running status of all PLC in the
plant. So, he will not have to open the LCP1 00 door to see the run and fault status of the PLC.
At the end of our conversation, Tom agreed that there is no need to relocate LCP100 and that a PLC reset push
button will be enough.

Subject: LCP-100
Craig,
All along I had thought Tom's concern with LCP-100 was that he would have to go out in the weather and
work with the PLC to control equipment. I verified again with Jeff and Dejan that there are no operator
functions or interface with that panel. The PLC doesn't even have a screen or display, and he wouldn't
have to open the panel unless something burned out. I called Tom and relayed the information. He said
he knew all of that, what I told him 'v'v'8sn't true, and that in his experience at the plant :,md back in Madison,
was that he had to reset PLCs regularly, such as when power goes out, and that (I laptop connection
might be needed, etc, etc, which would be a bad deal if it was blowing rain or snow into the equipment,
ruining it, and so on. At that point I told him that his concerns were new to me, they were valid concerns,
and that I would have Dejan call him because the questions were technically over my head. I assured him
that if the panel should be indoors, that's where he would have it, but not until all of his questions have
been addressed. Dejan called Tom a few minutes later and now the panel can stay where it is. Dejan will
be sending a short e-mail explaining it all. The conversation was cordial, we just misunderstood each
other.
