Story)From: Ed Meece, Parking Program ManagerOn t0/29/!9, the City of Bozeman received citizen request (and petitions) for the expansion of theMontana State University Residential Parking Permit District (MSU RPPD) to include the 400 block of S.Sixrh and 600/700 blocks of W. Story. Initially, the Administration had decided to delay any action on thisrequest (and others like it) as staff continued to develop 'best practices' and public parking managementtechniques regarding the creation, operation, expansion, and dissolution of new Parking Permit Districts.However, a shift in the Administration's perspective on this specific citizen request occurred in late 2018which moved the matter back to the Bozeman Parking Commission's agenda for study and potentialaction.As a result, Parking Services Division staff took the following steps:o Sent nine (9) citizen surveys to both residents and property owners, via certified mail.Address404 S. For the purpose of this request, both the 600 and 700 blocks of W'Story demonstrated 85% occupancy in at least (or in excess of) half of the occupancy counts completed'The 400 block of S. Sixth only met the 85o/o standard one time during the study period.It is worth mentioning that the occupancy problems experienced in the proposed expansion area resultsfrom its near proximity to an exclusively parked RPPD, and is not uncommon in other RPPD boundarylocations. It is expected that approval of this expansion request will likely push on-street parking to non-district blocks directly contiguous to those in the proposed expansion area.It should also be noted that all of the blocks included in the proposed expansion request are directlycontiguous to the MSU RPPD, however, their addition to the MSU RPPD does expand the length of theMSU RPPD in a northerly direction by one city block.@P.0.
