HomeMy WebLinkAboutGoals & Priorities for 2019CAHAB goals and priorities should be tied to the Strategic Plan as well as Bozeman City Commission Resolution 4948 which is the ordinance currently governing the Community Affordable Housing Advisory Board. Bozeman Strategic Plan Section 4.5.B Develop a Comprehensive Affordable Housing Action Plan that includes, but is not limited to: 1. Mandates the creation of affordable housing across all dwelling unit types. 2. Provides prescribed flexibility in the manner in which the mandate can be accomplished. 3. Provides a substantial, broad-based and reliable source of funding for the construction of affordable housing and for affordable housing loans. 4. Actively encourages Bozeman’s major employers to develop workforce housing programs for their employees. The purpose of CAHAB, as stated in City Commission Resolution 4948, is to : 1. To review Affordable Housing Plans submitted to the Community Development Department Planning Office to include development plans for subdivisions with single household attached or detached home construction or affordable rental developments requesting city assistance and to provide recommendations, in the form of plan approval, funding requests or a letter of support to the City Commission; and 2. To advance the City of Bozeman’s Strategic Plan and the Affordable Housing Work Plan and Assisting with the Community Housing Needs Assessment; and 3. To be involved in the Community Housing Needs Assessment and Housing Work Plan Development process to include meeting with the consultant, assistance with community outreach and engagement, review of the draft and final report/presentation before presentation to the City Commission; and 4. To review and score any housing related Community Development Block Grant (CDBG) revolving fund or similar program applications that are submitted to the City and to make recommendations based off of scoring for the awarding of those funds on an annual basis; and 5. As directed by the City Commission or the Director of Community Development or Affordable Housing Program Manager to meet any other goals of the Affordable Housing Program; and 6. To serve as an advisory board to the Affordable Housing Program, Community Development Department and the City Commission. Possible CAHAB Goals & Priorities for 2019 1. Complete the Needs Assessment a. Review the raw data and suggest analysis that will provide the most value in support of the City’s affordable housing needs and goals. 2. Work with the Community Development Department and the consultants preparing the Housing Action Plan to design and implement strategies that will ensure robust and on-going actions that will facilitate access to attainable housing in Bozeman a. Revise the Affordable Housing Ordinance to incorporate rental units and condos and remove barriers to the creation of attainable housing b. Get Community Land Trust framework in place that will allow the City to provide land for attainable housing c. Develop an RFP Procedure for affordable housing funds and City owned Land d. Engage employers in planning and creating workforce housing for their employees i. MSU ii. Bozeman SD#7 iii. Bozeman Deaconess Health iv. City of Bozeman v. Gallatin County 1. County Land behind Rest Home e. Develop a strategy to identify potential 4% and 9% developers and develop a recruitment plan that includes finding land for AH development (possibly involving Economic Development Dept) f. Update City land inventory 3. Develop Funding Source(s) a. Housing District b. Grants / Philanthropic Groups c. Bank Community Reinvestment Act (CRA) Funds 4. Short Term Goals a. Push for engineering on Fowler extension and follow up with lot development b. Resolve Oak and Laurel Parkway land issue c. Put out an RFP for Cemetery Land 5. Establish Guidelines for responding to requests for the use of affordable housing funds a. Best bang for the buck b. Prioritize rentals or ownership c. Ensure affordability in perpetuity 6. Establish guidelines for keeping including rental units affordable
