Contract for services
PURPOSE
This agreement is made and entered into between the City of
Bozeman and the District IX Human Resource Development Council,
Inc. , for the purpose of implementing a recruiting and training
plan to meet the requirements of an established Community
Development Block Grant awarded to the city of Bozeman. It is
understood that this contract is not complete by itself, but
formalizes the detailed Hiring and Training Plan found in Section
VI. D. of the Community Development Block Grant Proposal.
A target group, as established, is any individual who is
determined to be economically disadvantaged according to Housing
and Urban Development guidelines. In addition, the group must
meet the established residency requirement of Gallatin County
Montana. This agreement establishes the District IX Human
Resource Development Council as the coordinator of all employment
referrals to the ILX Lightwave corporation.
DISTRICT IX, HUMAN RESOURCE DEVELOPMENT COUNCIL RESPONSIBILITIES
The District IX Human Resource Development Council hereinafter
referred to as the "Agency", agrees to assume the responsibility
for the following activities.
1. Announcement of and recruitment for available positions.
2. Eligibility determination of individuals falling within the
above mentioned categories.
3. Secondary screening to match individual qualifications with
specific job descriptions.

Hiring and Training Plan
Contract for services 2. August 2, 1988
4. Make referrals to ILX Lightwave corporation based upon
established time frame and individual number requirements. All
referrals will contain the following information:
* completed application (cover letter and resume preferred)
* LMI (JTPA, state start-Up, as appropriate) eligibility
determination
* three work related references
5. H.R.D.C. will notify all candidates who apply for an
advertised position and are not selected for an interview.
6. Will coordinate and present available training plans for Job
Training Partnership Act (JTPA) eligible individuals.
7. will commit Job Training Partnership Act dollars as available
to assist in the training of JTPA eligible hires.
8. H.R.D.C. will accept, maintain, and track all non-exempt
applications.
CITY OF BOZEMAN RESPONSIBILITIES:

Financial Agreement/Fee for Services:
The city of Bozeman agrees to reimburse the Human Resource
Development Council at a rate of $100.00 per position filled.
This fee for services is based upon the creation of 43 jobs.
payments will be made on a quarterly basis through vouchers
submitted to the City of Bozeman by H.R.D.C. These vouchers will
outline the activities of the preceding three months and describe
the basis for the amount billed. The City of Bozeman shall also
assume responsibility for monitoring the timeliness of the hiring
schedule, overseeing compliance with (CDBG) Grant requirements,
and will provide guidance to the Agency and ILX Lightwave
corporation to further facilitate the activities described in the
hiring and training plan.
This agreeme shall be considered effective on the date the last
signatory"s'gns it and will remain in effect until such time as
the hi.ring Ian is complete. This agreement may be amended by
mutua.!' con ent, and may terminated by either party on a sixty-
