HomeMy WebLinkAbout02-06-19 Protest - J. Dhein and K. Moyer - SID 747-Manley Road 0 To whom it may concern, In regards to the special improvement district no. 747. Though we are in agreement that improvement to Manly road is needed and that there are undeniable safety issues near MAP Brewing that need to be addressed, we are in protest of SID 747. Overall the proposed improvements appear to be developer driven, rushed and are lacking understanding of the surrounding area. Below are a few concerns we have that we would like to share. • Fiber optic connection to the business park has not been addressed. This was a question asked to the city engineers late last year during the SID explanation meeting and was not addressed by the city engineer at the counsel meeting on January 14th. If the SID is approved, Manly Road would be expanding substantially in order to account for the current traffic and that of future growth. Other infrastructure is being improved as well including sewer, intersections, and lighting. Fiber optic connections should be considered just necessary when planning for future business and community growth. • What happens if MAP Brewery closes/moves? While the parking that this improvement plan is providing will certainly help MAP Brewery now. If MAP were to close/move in the future very few businesses would require that much additional parking, especially with its current zoning. This feels like it could use more thought from the city. • For such a unique natural area this is a lot of concrete. Once the road passes MAP Brewery as it fronts the lake and continues to north to the wetlands in front of Bridger Vale the proportion of paving to nature become extreme. Two lanes of traffic, one turning lane, and four pedestrian ways (two sidewalks and two bike lanes), this is upwards of 60 ft of paving. We understand this aligns with the city standard for collector streets but as we mentioned above it does not take into account any understanding of the surrounding area and its use as a place to enjoy and explore the natural environment. We feel the northern end of Manly has been overlooked and lumped into a solution that only addresses MAP Brewery and the developers of Bridger Vale and Glen Lake Commerce Subdivisions need for road improvements before they can develop further. This fact is only emphasized by commissioner Krauss's comments at January 14ths City Commissions meeting. Manly is not an Oak street or Dursten rd that continues to expand as the city grows, Manly will likely never continue north as a collector due to the existing sub-developments. So why not address this unique condition as such rather than pretend it doesn't exist. • The same as above could be said for lighting. Rather than use the same lights and lighting scheme, a little thought could create a safe solution that works well in this natural recreation area. e Costs of the project, as discussed at the city commision meeting, are high. Costs will always be higher if things are rushed and time is a driving factor. This project has been on the books for 20 years why do we need to pay a premium for time now? Perhaps the price would be lower if it was postponed/bid out a year or two and not built as fast as possible. Because this is being paid for by the property owners and not the city it would seem we would have more flexibility with timing, not having to deal with a city budget. We apologize if this has been explored but we don't remember timing being addressed in the meetings. In addition to the overall project concerns above we have a few specific concerns as it pertains to our personal property. Our home is located on the corner of Manly road and Turtle way. This expansion, as planned, will remove four mature trees directly next to our house and remove wetland habitat behind our house. While arguments could be made for many properties on Manly road and in the business park that this will improve their property value, the same can not be said for us. We will instead be paying $15,929.85 to the SID and in return we will lose mature trees, wetland habitat, and value on our home. While we agree improvements to the area are needed, we think a little more time and some more thought could go a long way to making this a real improvement for all rather than a quick solution for a select few.
