Purchase Agreement with Chris Aycock for Replacement Canine and TrainingCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Jim Veltkamp, Deputy Chief of Police SUBJECT: Authorization to Purchase Canine, to include training of new handler MEETING DATE: February 4, 2019 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize City Manager to sign $13,900 Purchase Agreement to purchase fully trained replacement canine and related training of new handler. BACKGROUND: The Bozeman Police Department currently utilizes canine (K9) dogs, handled by trained police officers, for a myriad of law enforcement related actions. These K9s are consistently trained and routinely deployed in narcotics detection, the protection of officers and citizens, the apprehension of fugitives and missing persons, and the location of evidence. Probable cause to support search warrants or to support criminal charges has been one of the benefits of having a trained K9 and handler available. The Bozeman Police Department has maintained two K9s and handlers over the last few years and have found this to be the optimal number for balancing costs with the ability to provide availability throughout the course of a week. In May of 2019, one of the two current K9s will be retired. We have tentatively entered into a purchase agreement with Chris Aycock for the purchase of a new, properly trained K9. The agreement and associated cost covers not only the K9 itself, but also full training of the new handler. Mr. Aycock has previously provided K9s and handler training to this department. The previous K9s he has provided have been well trained and reliable. The training he has provided previous handlers has been of high quality and has prepared them to become very effective handlers. These factors indicate to our department the importance of maintaining consistency in regards to this upcoming purchase. UNRESOLVED ISSUES: None ALTERNATIVES: As the commission directs. FISCAL EFFECTS: All costs are within department’s existing FY19 budget allocations. The canine will be free from hip dysplasia and other genetic bone disorders, at time of delivery (this does not apply to the risks of dysplastic hips but to the actual effect on the animals’ abilities to perform). Injuries, teeth or mouth related problems would not be warranted. In the event of a health discrepancy, the Seller will attempt the following: buyers’ veterinarian will evaluate canine. A veterinarian of Seller’s choice will then evaluate canine. In case of conflicting opinions, a third veterinarian of mutual agreement will evaluate said canine. Upon determining that the coverage falls within the realm of this contract, the canine will be treated, replaced or both, at the discretion of the Seller and within the Seller’s time establishment. It will be the Seller’s sole discretion to allow the canine to remain on duty, if such conditions apply, until such time as Seller determines the canine unfit for duty. MAINTENANCE GUARANTEE The handler will be guaranteed continued opportunity for training for service life of canine. This service will be offered through phone, video, written information, schools and seminars. The Seller will offer one full day of training to the buyer without charge, each year (expenses not included). Handler will be offered several schools of attendance and may offer to host a school to offset cost. However, handler must make attempts to attend at least one advanced school per year in order for contract to remain valid. Agency will incur cost of school tuition, based upon length of school. 8.
