B. PUBLIC COMMENT Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda. Please limit your comments to three minutes. 10:36:23 AM (00:04:25) Mark Egge - 542 N Black Avenue – Mark requested an update on the Kagy Reconstruction Project. In particular, he would like to know about the number of pedestrian underpasses that are planned and asked for pedestrian and bicycle counts along the corridor. 10:37:29 AM (00:05:31) Ralph Zimmer requested personal privilege to share a newspaper article that he recently found in his belongings and some history on the TCC. The committee began 40 years ago as three separate committees: the Public Advisory Committee (Bozeman Area Pedestrian and Traffic Safety Committee), the Policy Coordinating Committee (PCC), and the Technical Advisory Committee (TAC). The PCC and TAC were combined at a later date to form the Transportation Coordinating Committee. The newspaper article spoke about improving Kagy Boulevard, a gravel road at that time and the passing of the 1981 Transportation Master Plan. C. MINUTES – July 25, 2018 10:42:27 AM (00:10:29) Jeff Krauss made a motion to approve the July minutes. Steve White seconded the motion. Ralph followed that with a motion to amend the minutes to correct the spelling of “Gallatin” under the Call to Order and Attendance section. “Gallatin” should be “Galla10.” He also asked that Section C be amended to show the specific changes that he requested to the April minutes. Steve seconded Ralph’s motion. The motion to amend the minutes passed unanimously. The minutes were then approved unanimously. E. SPECIAL PRESENTATION 10:46:42 AM (00:14:44) Signing Presentation – Federal Highway Administration Marcee Allen with the Federal Highway Administration spoke to the group about the Manual on Uniform Traffic Control Devices (MUTCD). They are currently operating under the 2009 MUTCD but just announced that they will be updating the document. She went over the purpose of the manual and the process that they would go through to update it. F. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of the TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) 1. Transit Committee 10:59:13 AM (00:27:14) Dan Martin didn’t have much to share but let the group know that Skyline is gearing up for winter. 2. Gallatin County (Commission, Planning Board, Road Department) 10:59:33 AM (00:27:35) Steve White and Bill Brownell thanked MDT for the Cottonwood/Stucky roundabout and the improvements on Jackrabbit Lane. 3. City of Bozeman (Commission, Planning Board, Engineering Department) 11:01:01 AM (00:29:02) Shawn Kohtz informed the group that the City is in the process of the Capital Improvement Program planning. The plan is remaining consistent with the first four years as previously proposed and adding projects, including Kagy Boulevard improvements, into the fifth year of the plan. Jeff Krauss said that the City is waiting on lights at Flanders Mill and Oak. Baxter improvements, west of 19th are in progress. Cottonwood, near the High school is currently under construction and the section from Durston to Babcock will begin next year. 4. Bicycle Advisory Board 11:03:48 AM (00:31:50) Candace Mastel provided the update for the bike board who is currently focusing on how to be more effective as a board. They are working on the CIP and working with Linda DuPriest, the City’s Transportation Demand consultant, to prioritize projects for the future. 5. Pedestrian and Traffic Safety Committee 11:04:20 AM (00:32:22) Ralph Zimmer informed the committee that the main issue that the Pedestrian and Traffic Safety Committee is working on involves various pedestrian/bicycle safety concerns in the vicinity of Bogert Park. They are also preparing to discuss the Downtown Bozeman Plan. 6. Montana Department of Transportation 11:05:43 AM (00:33:44) Jeff Ebert shared MDT’s list of project that have been completed, are ongoing, or upcoming. The following projects have been completed: Rouse, Oak to Story Mill; Bozeman-Livingston ADA upgrades; Belgrade South (Jackrabbit Lane); guardrail project northeast of Bozeman on Highway 86 that involved replacement of four timber bridges; Cottonwood and Stucky roundabout; Bridger Canyon mill/fill from milepost 9.6 to 16.3 by the entrance to Bridger Bowl; Gallatin County safety improvements. The following projects are ongoing or upcoming: • The Transportation Alternatives funded project, ADA compliant crossings and rectangular flashing beacons at Babcock and Fowler. • Bozeman Urban Preservation Project on Oak, Durston, Peach, Highland, and east Kagy has been let and will be under construction in 2019. • Slope Flattening/Belgrade project was supposed to start this week but was delayed due to issues with the contractor. MDT is hoping to start this fall but doesn’t expect to get much done before winter shutdown. • The Huffine/Love Lane traffic signal is scheduled for a February letting. • Rouse Avenue, Main to Oak will be let in June of 2019. Northwestern Energy is moving gas lines until winter shutdown. • The Baxter/Love Lane Roundabout is scheduled for a December 2019 letting with work starting in 2020. • The 19th Avenue interchange will be bid in November with work to start in 2019. • Bridge decks in Big Sky will go to contract in December of 2018. • Guardrail upgrade in Bear Canyon between mileposts 56.3 and 63.8. • Turn lane project north of Gallatin Gateway scheduled for 2020 involving a turn lane into Gooch Hill Road. • Valley Center spur road design is almost ready. It is scheduled for 2020 but MDT is hoping to move it up to 2019. • Kagy Boulevard, S. 19th to Willson. MDT is waiting on a decision from the City on funding (Urban funds vs. Impact Fees). • I-90, Manhattan to Belgrade is scheduled for 2022. • Gallatin River bridge replacement, 2 miles north of Gallatin Gateway). • The 7th & Griffin signal improvements are planned to occur in conjunction with the City’s Griffin Drive improvement project. Jeff Ebert, in response to Mark Egge’s public comment, mentioned that they are two underpasses planned for Kagy Boulevard. He suggested that Mark speak with Danielle Scharf and himself after the meeting. In response to a question from Dan Martin, Jeff confirmed that there were turn lanes included in the 7th and Griffin signal project. Jeff Krauss asked about the work that is taking place at the intersection of Highland & Main and who, the City or MDT, was coordinating with the developer on that project. MDT is reviewing the project but the developer is responsible for the actual work. Jeff Krauss also asked about when the 3rd and Graf project would occur. Shawn was unsure but would find out and get Jeff an answer. Jeff wanted to ensure that this project was completed before the Kagy Boulevard project started. Dan Martin asked if the Highland and Main project included the intersection of Haggerty Lane because of the safety issues with the intersection that need to be addressed. It doesn’t. Jeff Ebert mentioned that Duane Liebel has been attending the City’s Development Review Committee (DRC) and that his attendance has helped with coordination and communication between the City and MDT. 7. Montana State University 11:23:01 AM (00:51:03) Candace Mastel provided an update for MSU. The Norm Asbjornson Hall construction is nearing completion and is expected to open in January and the new residence hall on College is under construction. The TDM group has been working on metrics to evaluate the initiatives that they were working on last year. 8. Other TCC Member/Committee Reports 11:24:16 AM (00:52:17) None G. OLD BUSINESS None H. NEW BUSINESS Consider Granting the Bozeman School District Voting Membership on TCC – Jeff Krauss 11:24:25 AM (00:52:27) Jeff Krauss pulled the item in light of an email sent by Rob Watson, Bozeman School District #7 Superintendent, early this morning. Jeff asked that Rob receive notification of the TCC agenda prior to the quarterly meeting and Katherine agreed to add him to the email distribution list. Chris may work with Chuck to pursue this action. H.
