RECOMMENDATIONS: I move to appoint up to three members to the City Planning Board
to City Commission Appointment positions with terms ending January 31, 2021.
BACKGROUND: The City Planning Board currently has three City Commission Appointment
positions expiring January 31, 2019 and one County Commission Appointment position expiring
January 31, 2019. Four applications have been received for the City Commission Appointment
positions: one term renewal application and three new applications. The County Appointment
position has not yet been recommended.
The City Planning Board shall encourage local units of government to improve and plan for the
future development of the City of Bozeman and areas adjacent to the City to the end that highway
systems be carefully planned; that new community centers grow only with adequate highway,
utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and
business be recognized in future growth; and that residential areas provide healthy surroundings
for family life.
The City of Bozeman Planning Board powers and duties, jurisdiction and composition are codified
in the Bozeman Municipal Code in Sections 2.05.500 through 2.05.520. The composition is listed
as follows:
Sec. 2.05.520. Composition.
A. The planning board shall consist of nine members, appointed to two-year terms to expire on
January 31, as follows:
1. One member appointed by the city commission from its own membership. The term of
the appointed member shall be coextensive with the term of office to which such member
has been elected or appointed unless the commission, on its first regular meeting of each

year, appoints another to serve as its representative or unless the appointee's commission
term is terminated;
2. Three members appointed by the city commission, one of whom, at the commission's
discretion, may be an employee of the city or hold public office in the city or the county.
The appointments shall be for two-year terms, with those terms to expire on January 31
of odd-numbered years;
3. One member appointed by the mayor, upon designation by the county board of
commissioners, who may be a member of the board of county commissioners or an office
holder or employee of the county. This appointment shall expire on January 31 of odd-
numbered years;
4. Four citizen members appointed by the mayor, who shall be resident freeholders within
the city limits, and who shall be qualified by knowledge and experience in matters
pertaining to the development of the city. These appointments shall be coterminous with
the term of the mayor.
B. The city clerk shall certify the members appointed by the city commission. The certificates
shall be sent to and become a part of the records of the planning board. The mayor shall make
similar certification for the appointment of citizen members.
This board currently has three City Commission Appointment vacancies / expiring positions
and one County Commission Appointment vacancy / expiring position. The City Clerk’s
Office has received four City Commission Appointment applications with their relevant
qualifications indicated below.

Have spent over 25 years working as an Architect and Project Manager on a wide variety of public and
private projects. As a Bozeman property owner and taxpayer since 1980, I have experienced the continued
growth of Bozeman and the challenges which come with change. The professional experience of working
in large cities provides additional insight as to 'good growth' policies and working within local constraints
and budgetary demands. While working on the development team assisting a small village in the
acquisition and development of a 1,120 acre former Naval Air Base I become aware of the importance of
placing public issues and decisions in front of personal agendas. The continued growth of Bozeman
requires a dedicated approach to solving problems for the best long term needs of its residents. Such
solutions must embrace both quality of life issues for Bozeman while meeting fiscal responsibility and
budget demands.

I’m am applying to the City Planning Board from a deep interest in seeing Bozeman manage its growth in a
way that fulfills the goals identified in its growth plan—all of the 2009 goals, but especially that the housing
stock provides quality, affordability, and choice; and, that our development pattern encourages and
enables the use of diverse modes of transportation.
Professionally, I work as a data scientist for a transportation planning firm. About half of my day-to-day
work directly supports planning activities. I would bring to the board both broad experience with the
planning process and specific technical expertise with transportation planning concepts, including
transportation performance measures, travel demand forecasting, and safety analysis. As a member of the
American Planning Association, I share a planner’s cognitive habit of taking a comprehensive approach,
maintaining a long-range vision, and cultivating a connection to place-based issues.
More broadly, I believe in the planning process. If appointed, my intention as a member would be to help
guide decisions that implement and realize the goals and objectives in the city’s Community Plan. I
understand that the board requires a non-trivial time commitment—both to attend the bimonthly
meetings and to prepare for the meetings beforehand. My application comes with the considered
commitment to be an informed, prepared, and contributing member of the board.
I’m keen to see Bozeman grow in a way that’s congruent and compatible with the community values
articulated in our growth plans (past, present, and future). Mobility choices and affordability are two topics
within the Planning Board’s purview of particular importance to me (and, I believe, to Bozeman).
Transportation and walkability continue to be major themes in the current Community Plan update. The
concept of walkability is central in both the 2001 Bozeman 2020 Community Plan and the 2009 Community
Plan. Though Bozeman’s success to date is laudable (such as through the creation of successful commercial
nodes, e.g. the Northeast Neighborhood’s Misco Mill district), I believe Bozeman has more progress yet to

make to achieve the walkable city envisioned in its planning documents.
Of equal importance, our planning process must enable and support housing affordability. Land scarcity
drives land values, and land values drive affordability. Land scarcity, in turn, reflects the city’s planning, with
respect to the infrastructure that the city can afford to build and maintain and choosing development
intensity that’s compatible with the maintaining the city’s high quality of living.
As the current Community Plan Update enters its final stages this spring, 2019 will be a particularly
important (and humbling) time to be a member of the Planning Board. I believe my experience and
perspective would be an asset to the City Planning Board as it seeks to guide our community’s growth in a
manner that reflects and implements the community’s values.

For the past 13 years I worked with Montana's Department of Public Health and Human Services (DPHHS)
on a public health project funded by the Centers for Disease Control and Prevention. My main work focused
on the intersection of community design and the health of people. I have worked with over 30 communities
in Montana, most of which have attended a 3-day training I developed with national, state and local
partners called the Building Active Communities Initiative Action Institute (BACI). At the training, the faculty
(made up of national experts and state leaders from the MT departments of Health, Transportation,
Commerce, Fish, Wildlife and Parks, as well as AARP, Western Transportation Institute, Headwaters
Economics, Future West, etc.) presented on various topics related to walkable communities, ADA
accessibility and inclusion, local food, policy and funding strategies and more. The community teams (made
up of elected officials, planners, engineers, recreation, economic development and health professionals)
would come away with actionable short term and long term strategies to create healthier and more vibrant
communities. The communities ranged in size from Billings to Broadus. I am very interested in Bozeman's
future. I recognize that our rapid growth presents challenges but I also know there is tremendous potential
and opportunity to shape Bozeman's future so that we still maintain our friendly, safe, healthy and vibrant
community while embracing our inevitable growth. I am interested in playing at least a small part in that
journey.
