Quinn - Manley Road SID ResolutionTo: Bozeman City Commissioners: January 14, 2019 Cyndy Andrus, Chris Mehl, Terry Cunningham, I-Ho Pomeroy, Jeff Krauss, We hope the Commissioners will reconsider and revise the plan for the Manley Road development project that was presented to the small business owners in the Gallatin Park Subdivision last November. The price tag is quite high and the proposed plan goes far beyond road improvements that are needed for our businesses. It is our understanding that the new SID covers the cost for Manley Road resurfacing and sewage pipes, as well as extensive new construction, including public parking areas, overhead street lighting, curbs, sidewalks and landscap- ing that will require substantial road widening to accommodate double bike lanes and increased traffic by the public who visit the brewery, East Gallatin Recreation, Snowfill, Cherry River and Main St. to Mountains hiking/skiing trails. These extra amenities will be enjoyed by the public visiting the recreation areas, Map Brewery and the recently-ap- proved “Gild House” retail space. However, our small businesses are primarily small manufacturing, R&D or industri- al spaces that are already burdened with previous City SIDs and have negligible impact on the public’s use of Manley Road. We have been informed about the deal that the City made many years ago with the original developer of the Gallatin Park Subdivision, and understand that this deal is the basis of the City’s assertion that our small businesses have no right to protest or be considered in the development plan. Some of us are not even able to vote in City elections, as we reside outside City limits, but we create good jobs and contribute to the long term economic health of Bozeman. We remain hopeful that a reasonable compromise can be found that reconsiders the needs of the small businesses in the Gallatin Park Subdivision. For example, we have made a concerted effort to install efficient lighting that pro- vides safety and maintains the beauty of our night sky. City street lights add unnecessary costs to the project and negatively impact this important quality. Certainly there are many other ways the costs of the project can be reigned in and distributed more equitably to reflect its intended benefit for public use. As stakeholders, we would appreciate your consideration of our needs and concerns.
