1. 06:06:05 PM (00:01:08) NW Corner Cottonwood & Oak GPA, Application #18450
(Garber)
A growth policy amendment to revise the future land use map from Residential and Present Rural to
Residential Emphasis Mixed Use (130.99 acres) and Community Commercial Mixed Use (29.51) on 160.51
acres. The property is located at the northwest corner of West Oak Street and Cottonwood Road.

06:06:17 PM (00:01:20) Planner, Danielle Garber introduced the growth policy amendment application and
gave a brief overview of what is being proposed. Ms. Garber reviewed the proposed land use and GPA
criteria.
06:11:36 PM (00:06:39) Ms. Garber reviewed the staff recommendation for the application – staff found no
reason to deny approval. Following, Garber responded to questions from board members.
06:31:21 PM (00:26:24) Board members discussed how the Growth Policy Amendment application is related
to the annexation process and the reason for extending the growth policy outside of city limits.
06:39:28 PM (00:34:31) Greg Stratton of Kilday Stratton presented on behalf of the project applicant. He
introduced the other project representatives including Intrinsik Architecture and C&H Engineering. Mr.
Stratton addressed concerns regarding wetlands and pedestrian connectivity.
06:44:49 PM (00:39:52) Greg Stratton responded to questions from board members regarding the project.

06:51:51 PM (00:46:54) MOTION having reviewed and considered the application materials and all
information presented, I hereby move to adopt the findings presented in the staff report and recommend
approval to the City Commission for the Growth Policy Amendment application number 18450 with
contingencies necessary to complete application processing: Chris Mehl

2. 07:01:56 PM (00:56:59) Community Plan Update (Rogers/Saunders)
Planner, Tom Rogers provided a status update on the Community Plan Update. He shared that they do not
have any additional public events scheduled and that they’re entering the process of writing the updated
Community Plan draft.
07:07:03 PM (01:02:06) Chris Saunders, Community Development Manager, provided clarification regarding
the meaning and availability of a public draft or a working document and what information is available to
the public.
07:09:33 PM (01:04:36) Planner, Tom Rogers provided an update regarding the November 29th public event
and when that information will be compiled into a summary and released to the public.
07:18:24 PM (01:13:27) Planner Rogers announced that over the next several meetings, they’ll be bringing
in city staff related to each of the large city projects going on in order to provide updates. Natalie Meyer
from Sustainability will be at the next Planning Board meeting.
07:21:24 PM (01:16:27) Community Development Manager, Chris Saunders announced that the Downtown
Bozeman Improvement Plan will be releasing their formal draft in February and the Neighborhood
Conservation Overlay District will be releasing their formal presentation and work session with the City
Commission on March 11th, after review from relevant advisory boards.
