The rationele ¡s that the BPC can 'oversell' monthly/annual leases (more leases than spaces) by mainteining a margin of excess capac¡ty based on "Peak Hour" utilizat¡on. Employing e common parking management stEtegy, the BPC, upon advice of Rlck Williams Consulting, has chosen to use a factor equel to 50% of unused parking spaces during the Peak Hour.
