individuals to comment on matters falling within the purview of the Committee. There will also be an
opportunity in conjunction with each action item for comments pertaining to that item. Please limit
your comments to three minutes.
08:04:45 AM (00:05:07) Blake Maxwell (516 W. Lamme St.) made public comment regarding affordable
housing, suggesting that rather than a trickle down affordable housing system where builders and
developers are responsible, a solution can be found within large landowners and employers such as
Bozeman Health and MSU.

E. Action Items
1. 08:11:35 AM (00:11:57) Discussion of potential recommendations for the Housing Work Plan,
should it go forward.
Commissioner Terry Cunningham provided an update regarding the Housing Work Plan. The city has
received a $20,000 grant from the Candida Fund to continue the project. Commissioner Cunningham
also stated that the City Commission has identified the following priorities per Bozeman’s Strategic
Plan: 1) providing a sustainable level of funding source for a pool of funds to be used in a strategic
manner by the city; 2) the housing action plan needs to address rentals, not only home ownership;
and 3) recognize that major employers have land, workforce in need and that the benefits of
workforce housing benefit the city due to less commuting, traffic and congestion and that there
should be flexible mandates in the production of affordable housing.
08:25:41 AM (00:26:03) Commissioner Cunningham provided an update regarding the Housing
Needs Assessment and recognized the efforts of those involved in the process. Following, Director
Matsen clarified that he felt those involved are able to keep the Housing Needs Assessment moving
forward, but that the next phase of the project is where it will be important to have a designated
individual to focus on the project.

Job Service to access their database.
2. 09:15:46 AM (01:16:08) Comments and questions relative to the short term changes to the
Affordable Housing Ordinance
F. Non-Action Items
1. 08:33:39 AM (00:34:01) Special presentation by GMD Development relative to an affordable
housing project under consideration by GMD Development of Seattle.
Greg Dunfield & Steve Dymoke, the developers of the Larkspur Apartments (serving individuals at
50-60% of median income) on Oak presented an affordable housing opportunity on Tschache Lane,
behind Lowes. Dymoke explained that the project would be financed with tax exempt bonds
08:42:52 AM (00:43:14) Greg Dunfield of GMD Development discussed affordability, explaining that
there was a change in the tax reform act and they’re able to appeal to a higher AMI through income
averaging. Dunfield explained that the zoning is currently B2, which poses a challenge with how
much commercial space a residential project would require.
08:48:28 AM (00:48:50) Dunfield stated that they’re looking for a clean path forward through the
zoning challenges and will be looking for community, political and financial support. They’re
currently in a 90 day due diligence period to determine if the project is a “go or no go.”
08:52:14 AM (00:52:36) GMD Developer, Greg Dunfield responded to questions from board
members and city staff.
09:01:24 AM (01:01:46) Dunfield summarized challenges and areas in which they’re seeking
support.
09:03:44 AM (01:04:05) Dunfield provided information comparing a 9% housing project versus a 4%
housing project. Montana Board of Housing determines the participants in the 9% housing project.
In a 4% housing project, there is a 4% tax credit issued through bonds. Dunfield explained that most
states aren’t utilizing their volume cap for the 4% tax credit bond opportunity.
09:08:31 AM (01:08:53) Dunfield responded to a question asking whether the project would
incorporate commercial space in the project. Director Matsen explained the commercial use
requirements of B2 from a zoning standpoint.
