(RPAB)

RECOMMENDED MOTION: I move to appoint up to four members to the Recreation and
Parks Advisory Board to the following terms and positions:
One City Resident position with a term ending December 31, 2020,
One City Resident position with a term ending December 31, 2021,
Two At-Large positions with terms ending December 31, 2021,
One MSU Student position with a term ending August 31, 2019, and/or
One Secondary or Home-Schooled Student position with a term ending August 31, 2019.
BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has six vacant
positions:
1. One City Resident position with a term ending December 31, 2020 (due to a term
resignation as of December 31, 2018).
2. One City Resident position with a term ending December 31, 2021 (due to a term expiration
as of December 31, 2018).
3. One At-Large position with a term ending December 31, 2021 (due to a term expiration as
of December 31, 2018).
4. One At-Large position with a term ending December 31, 2021 (due to a term expiration as
of December 31, 2018).
5. One MSU Student position with a term ending August 31, 2019.
6. One Secondary or Home-Schooled Student position with a term ending August 31, 2019.
There are currently no qualified applicants for the following positions:
1. One MSU Student position with a term ending August 31, 2019.

The Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman
Municipal Code. The Board membership was clarified with Ordinance No. 1993 adopted on
February 3, 2018 to include one student from Montana State University. The Board consists of up
to fourteen members appointed by the City Commission serving three-year staggered terms, except
for the two students, who serve one-year terms. Members must represent the following:
1. Seven of the members shall be city residents appointed by the city commission;
2. Two members shall be recommended by the county board of commissioners, with final
appointment to be made by the city commission;
3. Up to (3) additional at-large members may be appointed by the city commission, with city
residency being a consideration, but not a mandatory requirement; and
4. Up to (2) student members, one from Montana State University, the other from an area
secondary school, including home schooled students, may be appointed by the city
commission, with city residency being a consideration, but not a mandatory requirement. If
no students apply for these positions by October of a given year, then interested residents may
apply for and be appointed for one year terms. Student one year terms shall begin in September
and end in August of each year.
A majority of the members on the board, regardless of its size, shall be residents of the city.
The Board is advisory, making recommendations to the City Commission on policy and
procedural matters in the field of recreation and playgrounds as well as parkland dedications or
cash-in-lieu proposals forwarded during the planning/subdivision process.
This board currently has six available positions. The City Clerk’s Office has received four
applications, with their relevant qualifications indicated below.

I am a licensed professional engineer in Montana. I primarily work in land development so I have direct
involvement in the design of site plans and subdivisions requiring on site open space and park land
dedications. I frequently utilize the City's Parks from running the trails to dog parks to playing ball sports on
fields.

I wish to continue serving on RPAB, as my first term ends in the coming months. As stated in my original
application, I am an avid park and recreation program user, both as an individual (myself) and as a parent
(family and youth activities). My career is in agricultural and natural resource conservation and outreach,
which brings science-based knowledge valuable to park management and user experience; the outreach
component of my job brings vast experience in community engagement. My career has also brought me
before legislators and local stakeholders to testify and advise on areas of my expertise. I have two decades
of serving public and profession groups and societies in leadership roles.

My most recent and relevant experience is serving on the Board of Friends of the Story Mansion for 3+
years. I've been involved in our annual Story Under the Stars film at the Mansion and coordinator for our
annual Story Mansion Holiday Tea. My background in public history began in 1990 where as a Geography
and History major at MSU, I have have either volunteered or been employed in public history, local
conservation or trails efforts. I have volunteered in local trails efforts through GVLT, assisting with data
entry and trail work. I also assisted GVLT, Trust for Public Land and the City of Bozeman (under Mayor
Krauss) in establishing a connecting trail extending College Avenue to the Galligator Trail network.
I am committed to public space and public places that contribute to community connections that foster a
love for Bozeman and those that live here.

I live within walking and biking distance to many Bozeman parks and recreational areas and use them often.
My current school, the Bozeman Field School, uses the parks and other areas as outdoor classrooms for
citizen science programs where test water in streams and measure tree growth,. My former school
Headwaters Academy used Bozeman parks and recreation buildings for their important celebrations
including Thanksgiving lunch and graduation. When I was in 7th and 8th grade I was in student government
and felt like I was able to help my classmates and school. I would like to do the same for my town.
