CAHAB AppointmentCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment to the Community Affordable Housing Advisory Board (CAHAB) MEETING DATE: January 7, 2019 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint one member to the Community Affordable Housing Advisory Board to the Citizen with Demonstrated Interest in Special Needs Housing position with a term ending June 30, 2021. BACKGROUND: The Community Affordable Housing Advisory Board was created under Commission Resolution No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002, and again superseded by Commission Resolution No. 4948 adopted on August 13, 2018. This Board replaces the former Community Development Block Grant (CDBG) Loan Review Committee. Its purpose is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community Housing Fund (which is funded through the City's General Fund); to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. The Board is comprised of seven members serving staggered three-year terms, with terms to end on June 30 of each year. Members must be of legal age, and a majority of the members shall be residents of the city. Non-resident members must have a tangible connection with the City by virtue of working in the city or owning property in the city. Members must represent the following: (1) real estate financing / sales (2) construction industry 278 (3) organization supporting the availability of low- and moderate-income housing (4) organization providing services to low- and moderate-income persons (5) member of the public certifying that he or she is a low or moderate-income person as defined by the City's affordable housing policy (6) citizen with demonstrated interest in special needs housing (7) community member at-large This Board currently has one vacancy. I am Jody Marie Bartz and I could not be more honored and thrilled to be applying for a board position within CAHAB! I thought I’d tell you more about me J. Enjoy. The reason I am in the field of special education is because of my two nephews. I vividly remember working at a cosmetics counter and my sister brought Christian in and told me he was just diagnosed with autism and she didn’t know what that meant. That day changed my life forever—I shifted gears and jumped head first into the field. Five years later, my younger nephew Jacob was also diagnosed with autism…. Nearly 20 years after Christian was diagnosed, I am still as passionate (if not more so) than I was the day I decided to make a career change J I graduated with my Ph.D. in Special Education and Family Studies and Human Development from the University of Arizona in December 2012 and I feel like my list of courses taught, research endeavors, and professional “activities” is a mile long. I am very humbled to have been hired as the Don and Sue Fisher Endowed Professor at Montana State. Before moving to Bozeman (a mere 6 months ago!), I lived in Arizona for close to 20 years. For over 13 years, I worked with many children with significant disabilities (and their families) in both home and school settings and most recently, I spent the past 5 years as an Assistant Professor in the teacher education program at Northern Arizona University. My Philosophy—in life and in education—is that All means ALL—Everyone should be included in everything —school and community—with the supports they need and deserve. I am known as a strong advocate for persons with disabilities and their families. My approach to teaching is active and engaging with an emphasis on students. One can say I am quite energetic in and outside of the classroom and every semester, my students have commented on my ‘passion’ for what I teach. As a professor here at MSU, I have and will continue to strive to challenge my students to think differently about persons with disabilities—more particularly, individuals with significant support needs. I currently teach all of the special education courses at MSU and am the Chair of the LIFE 281 (Learning is for Everyone) Scholars task force—a postsecondary education program for individuals with intellectual and/or developmental disabilities here on campus. I would be remiss in not mentioning my passion for cycling—I came from a long-distance running background and after an accident with a taxicab in 2010, I shifted my passion for endurance sports from running to cycling. As an avid bicycle commuter, I smile when students say they “see me riding all over town” and I chuckled when I overheard a student a few semesters ago say, “does she even know how to drive a car?” For the record, yes, I do J Once again, I am honored, humbled, and excited to be considered for a Board Position within CAHAB. I enjoyed teaching students with disabilities and partnering with their families and community members. I am blessed to have the opportunity to now ‘teach teachers’ and look forward to a long and colorful career here at Montana State. My students and colleagues energize me. I am ‘home’ here in Bozeman. I am certain my enthusiasm, strong networking skills, and knowledge of children, youth, and adults with a wide range of disabilities will prove beneficial in serving as a CAHAB Board Member.
