38 1. Call to Order, Introductions and New Business.
39 Ralph Zimmer, PTS Committee Chair, called the meeting to order at 12:00 PM and
40 introductions of attendees were made.

43 Ralph offered the opportunity to provide comments on the agenda. None were made.

50 5. Report on Results of Previous Actions & Consideration of Follow-Up Action.
51 Bozeman city commission discussed I-90 speed limit- All four commissioners in
52 attendance voted to request the State to set a temporary reduced speed limit of 60 MPH in
53 the Bozeman vicinity. The County Commission will similarly discuss the issue at its
54 March 13 public meeting. Marilee encourages people to go to that meeting and voice their
55 support to lower the speed limit.

57 On April 2 the School District will hold a public hearing regarding the parking at the high
58 school stadium. The school claims exemptions regarding parking.- This hearing is a
59 requirement – The school has submitted the site plans for review by the City.
60 Representatives of the school will attend PTS April meeting to provide and update
61 regarding the site plan and address PTS’s concerns regarding pedestrian safety and traffic
62 issues. Currently the school is still working on engineering design issues and submitting a
63 complete application to the DRC. Once the application is complete it will be open to
64 public comment.

66 6. County Commission, City Commission, and School Board Member Reports.
67 Terry Cunningham reported the strategic plan draft has been approved with adoption April
2nd
68 . The Costco expansion application will be discussed sometime in April

70 7. Liaison Officer Reports-
71 Travis Munter reported icy roads and snow conditions are presenting challenges for both
72 drivers and officers. The City is currently hiring new officers. Three officers are planned
to start on the 16th
73 of March- Two officers are currently at the law enforcement academy
74 in Helena. The City is interviewing an MSU student regarding ride share as it affects
75 DUI-

77 8. Discussions of Topics of Mutual Interest with City’s Director of Community

79 Martin Matsen spoke to the committee.

81 Due to the high volume of construction and an insufficient number of building inspectors,
82 some review of plan documents is done by a San Diego consultant.

84 The new zoning code has been approved and is in the waiting period. City projects UDC
85 code update- Zoning code, subdivision regulations, design standards, - development
86 within the city.

88 The City website (gisweb.bozemen.net) contains all projects in process by the Community
89 Development Department and shows their current status (under review, on hold, and final
90 approval).

92 Sidewalks will be added at Davis and Baxter. The Northeast corner of Baxter and Davis is
93 zoned B2.

95 They are working with Costco to get a roundabout

97 9. Reports from Related Groups (BABAB, TCC, GVLT, Citizens for Safer Bozeman)
98 a. GVLT (Gallatin Valley Land Trust). Painted Hills gap will connect this year. The next step
99 is to finalize the easement and connection to Triple Tree. GVLT will continue to work on gap
100 projects.

102 b. GAP (Galla10 Alliance for Pathways). Nothing new to report

104 c. TCC (Transportation Coordinating Committee). Nothing new to report

106 d. Safer Bozeman and Gallatin County. Marilee is working on a safety plan, the Bozeman
107 Community Transportation Plan. It goes through the commission budgeting process and
108 Marilee would like to add to the budget for education.

110 Tom Foster is going to contact officials regarding the school, stadium and pedestrian parking
111 issues. Marilee, Mandee and Dillon will make an appointment with the school district
112 (Superintendent Robert Watson) to visit about the issues PTS is concerned about- will plan to
113 meet after spring break.
