Changes to the Agenda C. Approval of October & November 2017 minutes (Exhibit 1 & Pamela Bryan moved to approve the minutes and this was seconded by Kelly Wiseman. The minutes were approved. Introduction of Special Guests • Andrea Surratt, Bozeman City Manager • Andrew Keller, Parking Enforcement Officer • Helen Delahunt, Parking Enforcement Officer E. Public Comment — Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. Cory Lawrence, 24 West Mendenhall St, notified the Commission that the Etha Hotel, on the old Armory property, is now mobilizing and moving forward. He expressed his gratitude to the Parking Commission for their patience. David Kack, director of the Small Urban and Rural Livability Center of Western Transportation Institute at MSU, expressed his concerns with finding innovative solutions for parking and transportation issues. He suggested a Park and Ride lot at the Fair Grounds off of Oak with a downtown-midtown shuttle circulator. He is asking the Commission to look for innovative solutions to parking without just building supply. F. Action Items 1 . Discuss/Approve/Deny Resolution 2017-04 "A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ADOPTING A PARKING LEASE POLICY AND LEASE LIMIT CALCULATION FOR THE BRIDGER PARK DOWNTOWN GARAGE." (See Attachment Exhibit 3 Ed Meece explained that the purpose of this resolution is to establish a policy to lay the ground rules for public parking permits/leases in the garage and surface lots. The difference between a lease and a permit was clarified. If the parking permit is not a requirement of the Unified Development Code (UDC) it will be called a permit; if it is a requirement of the UDC it will be called a lease. According to this policy, total permits issued for the surface lots are not to exceed 50 percent of available parking spaces. The new T2 equipment/software will allow for further refinement of the lease calculation (example: Hotel usage v. Other permit usage). In order to adjust according to occupancy data, maximizing revenue streams, it was determined that the Parking Commission will review the lease limit calculation in March, June, September, and December of this year. Pamela Bryan moved to approve the resolution with the suggested changes and clarifications. James Ness seconded the motion and it was approved unanimously. Discuss request from Bozeman City Commission for recommendations regarding the creation and expansion of new Residential Parking Permit Districts (RPPD) in the Bozeman Municipal Code, AND whether new RPPD's should be created on the northern and southern boundaries of the downtown (B-3). (See Attachment Exhibit 4) As a result of the Black/Olive development, the City Commission asked the City Manager to develop recommendations on this issue. The City Commission expects this information by June/July, although it's hoped the effort could be completed sooner. The Parking Division will conduct research on this topic, and likely engage Rick Williams Consulting as well. The Parking Commission, and public, will have several opportunities to discuss the recommendations. Parking Commissioners identified numerous points for consideration: • What is the impact of parking spill over from downtown? • How should the 85% standard be utilized to shape these decisions? • Residential Parking Permit Districts will likely have different needs • What best practices are used in other municipalities? Ed Meece suggested that this process would be a good place for the Parking Commission to establish regular benchmark communities for operation and policy comparisons. Mr. Naumann emphasized that the mix of benchmarks should include communities that look/operate like Bozeman now and what Bozeman will look like in the future. 3. Discuss/Approve/Deny Resolution 2017-05 "A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ADOPTING A SECURITY CAMERA POLICY FOR THE BRIDGER PARK DOWNTOWN GARAGE." (See Attachment Exhibit 5) Ed Meece explained that this policy was reviewed by the IT Department, Police Department and Legal Department. In addition, similar policies were reviewed from other university and municipal settings. Deputy Police Chief, Rich McLane, commented on how important it is to have a policy put in place for use of the security cameras. Kelly Wiseman moved to approve this resolution and it was seconded by Ben Lloyd. The motion was approved. Discuss the Downtown Parking Occupancy Study, recently completed by the Western Transportation Institute. It was confirmed that the study has been finished and released to the public. It has also been placed on the City's website. G. Parking Program Manager Report (See Attachment Exhibit 6) Ed Meece provided a very brief overview of the Director's Report. The financials look good, we are ahead on revenue and on target with expenditures to date. T2 implementation is in the early stages. We are moving forward and things are going well. H New Business. It was requested that a copy of the Western Transportation Institute 2017 Downtown Parking Occupancy study be put into the Parking Commission binders. There will be two new Parking Commissioners at our January meeting. I.
