Call to Order - 7:30 AM – City Commission Room, City Hall 121 North Rouse Ave Dennis called the meeting to order. Public Comment – Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. David Kack, Director of Smaller Urban and Rural Livability Center at Montana State University introduced himself and gave a brief description of his project. He is working on starting a transportation demand management program, which will look at getting people to destinations (work, etc.) more efficiently. More on the demand side and less on the supply side of parking. Corey Lawrence gave an update on the Armory project. E. Presentation by Brit Fontenot and David Fine (COB, Economic Development) on proposed changes to parking requirements in Midtown. Midtown is now zoned B2M, between Babcock and Oak as well as most of the commercial areas. A problem in this area is that there is too much parking. There are huge parking lots in front of all the businesses, due to the prior code that required large setbacks from the street. Also, many of the buildings are old and being torn down. The setback and parking requirements in this area are being changed to allow for expanded economic development of this land and make it easier to encourage investors to develop this area. F. Presentation from Bill Clem (Kerbspace Inc.) regarding utilization of a clean energy grant to place two electric vehicle charging stations in the Rouse Street parking lot; provide direction to staff on how to proceed with this issue. (See Attachment Exhibit 2) Moved to a later meeting. G. Action Items 1. Resolution 2017-02 “Recommending the Bozeman City Commission adopt new rates for the Montana State University and Bozeman High School Residential Districts.” (See Attachment Exhibit 3) Bring to the City Commission as an action item. The Bozeman Parking Commission approved Resolution 2017-02 for the permit fee to change from $10 to $20. Discuss/Approve/Deny Professional Services Agreement with Rick Williams Consulting Inc. (See Attachment Exhibit 4) Currently the City of Bozeman does not have a contract with Rick Williams. Ed would like to have a Professional Services Agreement in place so that he can call and ask questions or obtain assistance with an issue if needed. We would only be paying for the services we asked for. The Bozeman Parking Commission approved the agreement. Discuss/approve/Deny Professional Services Agreement with Dupree Building Specialties of Montana for the purchase and installation of twenty fire extinguisher cabinets for the Bridger Park Downtown Garage. (See Attachment Exhibit 5) Moved to a later meeting. 4. Discuss/Approve/Deny “Pilot” parking space sharing program with Big Sky Western Bank. (See Attachment Exhibit 6) All costs for signs and maintenance would fall on Big Sky Western Bank. They would have seven spots which would be signed and enforced like all other two hour downtown parking. Discuss/Approve/Deny “Temporary On-Street Parking Permit” program. (See Attachment Exhibit 7) Downtown parking permits for contractors have been in place since 2009-2010 (roughly), the cost is $10 per day or $50 for two weeks. The requirements for these are limited. There is no time limit nor a limit on the number of permits that can be purchased. This program is currently not codified in the Bozeman Municipal Code. Bozeman Parking Enforcement staff recommends that is becomes a city code with a few more restrictions and that a resolution be passed to adopt the fee at $20 per day. These fees will not be prorated and would only be good from 1 to 30 days. Trailers will not be able to purchase permits and all vehicles that purchase permits will need to still obey all parking ordnances. Bozeman Parking Commission moved to request that staff move forward to implement guidelines 1-10 now. Then, in the near future, work with the City Attorney’s office to get it codified and put a resolution in front of the City Commission to set the rate at $20. Parking Manager Report & FY 18 Budget Preparation Update (See Attachment Exhibit 8) Monthly reports will continued to be updated for Bozeman Parking Commission meetings. I. New Business City Commission would like the Bozeman Parking Commission to review all side street parking restrictions. Ed is working with the GIS department and Engineering to see where the inconsistencies exist and have it mapped out within the appropriate time period to give to the City Commission. How are parking requirements being met with future building projects? Ed will continue to work closely with Community Development to see how parking will play out in future developments. J.
