Call to order, 7:30 a.m. Dennis called the Meeting to order at 7:35 a.m. II. Disclosures of Ex Parte Communication Ryan reported that he attended a meeting about mobile vending and at that meeting parking was discussed. Ben Bennett also stated he was there also. III. Changes to the Agenda No changes to the Agenda IV. Approval of August 2016 minutes -See Attachment Exhibit 1 Pamela brought to everyone’s attention that Lisa Clark in the minutes is actually Lisa Kirk. Ryan motioned to approve the August 2016 minutes with that correction. Ben B. seconded this motion. Public Comment – Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. Stewart Mitchell, 216 E. Koch-corner of Black and Olive, expressed his concerns about the proposed development a few blocks south of Main Street. The homeowners on Black, Bozeman and Olive will be significantly affected and was wondering why the residents have not had more say in this 5-story building that has been proposed. He is not opposed to growth, but feels this project is a bit too large and without appropriate parking requirements. He is convinced that most residents will have more than one car, which is the parking that is being provided in this project, and those extra cars will spill into the nearby neighborhoods causing excessive traffic and parking issues. VI. Special Presentation: Bogart Park Neighborhood request for Neighborhood Permit Program. Data Collection report. (Lisa Kirk) Lisa Kirk presented the data that they had collected since the last meeting that shows the number of parking spaces used and available during different times of the day and during significant events downtown. VII. Bogart Park Neighborhood Permit Program. Strategy 19: Explore changes to existing residential on-street permit programs and evaluate and potentially implement new residential parking permit districts in the neighborhood north and south of the downtown commercial district. This was a discussion on getting more data for both North and South side of downtown commercial district and even moving that out a block or two. Implementation Timeline: Mid-Term (January 2017 – December 2017 Leif Sundeen, 5 E. Lamme, expressed his concern about how easy it is to start a parking district without the whole neighborhood or the majority agreeing. He feels that there should be some type of process approved requiring specific criteria, a checklist of items to complete by all districts before they can even bring the idea to the BPC. He feels that every district will have different issues and will need to set up differently, so a one size fits all approach is not good either. Jessica Johnson- City of Bozeman Neighborhood Coordinator introduced herself and was hoping to get more information, direction to take to the meeting with the Bogert HOA. VIII. RFP for Data Collection- See Exhibit 2 Action Item Consider the motion: Having considered all information provided relevant to this request, I hereby move to approve the RFP for data collection as exhibited in accordance with Strategies 2 and 10. Chris motioned for the approval of the RFP for professional services to conduct the downtown parking inventory as stated. A discussion ensued regarding adding additional study areas to include the neighborhoods on either side of the downtown core. The cost of the data collection is a big concern. Increasing the study areas will also increase the price tag. Pamela stated that on page 8 of the RFP it has September 10th and 7th, it should be September 10th and 17th. Lisa Kirk understands that money is an issue for parking but she feels that the companies and developers should be the ones paying for this as they are creating the problems for the neighborhoods. Leif feels that the area reviewed and budget issues should be put in the hands of the Parking Manager. After discussion, Chris amended the motion to suggest that the data collection should be for both North and South sides of downtown commercial district and moving that out a block or two to as an alternative if the budget allows. Rate Policy Adjustment- See Exhibit 3 Action Item Consider the Resolution motion: Having considered all information provided relevant to this request, I hereby move to approve Resolution BPC 2016-03 increasing the Bridger Garage contract parking rates to $60.00 for general permit and $70.00 for Basement and the surface lot permit rates to $45.00. Pamela moved to approve the rate policy. Ben B. seconded this motion. The motion was approved. Parking Manager Report -See Attachment Exhibit 4 The parking department is off to a good start for FY17. We have 3 new cars and 4 officers. The officers have gotten new coats and uniforms as were needed. The parking garage usage rate is still up but Thomas feels that will decline when winter starts as previous years trends have shown. XI. New Business. Chris would like the BPC to have more discussion about the TBID program money and make sure that the money gets used this year. XII. Adjournment. Dennis adjourned the Meeting at 9:29 a.m. The next Bozeman Parking Commission meeting will be held October 13th, 2016 at 7:30am at City Hall.
