Dennis Bechtold called the meeting to order.

XV. Approval of April 2016 minutes -See Attachment Exhibit 1
Pamela motioned to approve the April minutes with the fix to the roll call of Ben Bennett
being listed as a Board Member instead of a Committee Member.

Tom presented his report and informed the Commission that the basement and 1st floor of
the parking garage will be closed for about a week starting May 23rd. The Black entrance
will be closed, but the Mendenhall entrance will be open during this time.
XVII. Review of Draft Downtown Strategic Parking Management Plan Manager’s Report. - A copy of the draft report can be found here:

The Commission went over the final report from Rick Williams. There will a public
meeting June 8th at 7:00PM and another meeting with the business owners on June 9th at
1:00PM. The BPC will be taking this information to the City Commissioners July 25th
2016.

Tom will be gone May 17- May 20, 2016 for a Parking conference.
Ben Lloyd questioned Tom about wanting to wait on rehiring another parking officer.
After further discussion it was agreed that he would begin the process in the near future.

The next Bozeman Parking Commission meeting will be held June 9th, 2016 at 7:30am at City Hall.

Parking Manager’s Report
Crack Repairs in the garage have completed, the project went longer than intended because of some
unforeseen complications. The complications required cutting a new magnetic loop for the garage exit.
Protection Tech was already on sight and able to install the new loop at minimal cost.
Protection Tech updated the garage control software and performed preventative maintenance on the
gates and the systems. I would expect to set up a twice yearly preventative maintenance system moving
forward. Due to the work in the parking garage I have lost access to some of our monthly reports and
those numbers will be off because the access gates have been offline during the work.
Peter’s Painting was able to paint the Armory lot off of Willson and Mendenhall during Memorial Day
Weekend. This is a major improvement to the lot at a minimum cost. Bozeman Streets will be removing
the Jersey barriers in the center of the lot, these barriers have become more of a hindrance to parking in
the lot.
The International Parking Conference was a success. I was able to meet with Duncan Systems and
several companies that offer citation equipment that will aid our officers in the field. Duncan has been
meeting the expectations of our contract with them but I would like to move to a more modern set of
citation writers.
